The ceremony was attended by more than 200 people, including Mayor Lee Kang-deok, Lee Han-jun, President of LH Korea Land and Housing Corporation, Baek In-gyu, Chairman of Pohang City Council, Congressman Kim Jung-jae, Kim Hak-hong, Deputy Governor of Gyeongbuk Province, and residents of the Heunghae area.
The Heunghae public rental housing will be constructed in the Hakseong-ri area of Heunghae-eup with a project cost of approximately 45 billion KRW, aiming for completion in the second half of 2025. LH plans to specially allocate 50% of the total 200 units to earthquake-affected households (homeless).
The Heunghae public rental housing project has been continuously proposed by Pohang City to stabilize the housing situation of disaster victims after many displaced people and housing damages occurred in the Heunghae area following the triggered earthquake in November 2017.
The city is conducting a special regeneration project with the Ministry of Land, Infrastructure and Transport, investing a total of 289.6 billion KRW (29 projects) to rapidly restore and rebuild the earthquake-damaged Heunghae area.
Mayor Lee Kang-deok said, “With the groundbreaking of the public rental housing, which has been promoted as part of the Heunghae-eup special regeneration plan, we expect it to contribute not only to the housing stability of the affected residents but also to the urban reconstruction of Heunghae-eup and the revitalization of the local economy.” He added, “For the long-term housing stability of the affected residents, an additional 300 rental housing units will be needed in the future.”

On the same day, Mayor Lee Kang-deok met with Lee Han-jun, President of LH Korea Land and Housing Corporation, and actively requested approval for land use to level the site so that small and medium-sized rental housing can be built for more than 15,000 workers expected to work in secondary battery-related companies, and for early occupancy by companies attracted to the Blue Valley National Industrial Complex.
