Eunpyeong-gu Imposes Strong Administrative Sanctions on Vehicles with Overdue Automobile Taxes and Fines
Enhancing Collection Amounts Through Intensive Enforcement Activities and Promoting Tax Payment Awareness... For High-Value and Habitual Delinquent Vehicles, Strong Enforcement Measures Such as Immobilization, Forced Towing, and Public Auction Will Be Implemented
Eunpyeong-gu, Seoul (District Mayor Kim Mi-kyung) announced that it operated a 'License Plate Seizure Focus Month' throughout September to expand local revenue sources and foster a culture of sincere payment by targeting vehicles with overdue automobile taxes and automobile-related fines.
As of the end of August this year, overdue automobile taxes amount to 6.5 billion KRW, accounting for 32.6% of the total overdue amount, while overdue automobile-related fines total 9.2 billion KRW, representing 81% of Eunpyeong-gu's total overdue fines.
Accordingly, the district organized all staff from the Tax Administration Division into a task force for seizing overdue vehicles. Using vehicles equipped with an overdue vehicle inquiry system and smartphones capable of checking real-time overdue status, they patrolled vehicle-dense areas such as residential neighborhoods, apartment complexes, large supermarket parking lots, and roadsides to conduct focused seizure activities.
For vehicles with a single overdue automobile tax, a notice of license plate seizure was attached to encourage voluntary payment. Vehicles with two or more overdue automobile tax payments and those with automobile-related fines exceeding 300,000 KRW had their license plates seized immediately upon discovery. Habitual and high-amount overdue vehicles were shackled, sent a delivery order, and are scheduled for strong enforcement measures such as forced towing and public auction.
For livelihood-type vehicles that find it difficult to pay the full overdue amount, measures such as installment payments were promoted to reduce the burden and encourage voluntary payment. As a result, the district seized license plates of 214 overdue vehicles in September and processed overdue payments totaling 120 million KRW.

A district official stated, “A separate task force composed of all staff from the Tax Administration Division will conduct seizures even during early morning and nighttime hours,” adding, “For ghost vehicles operated without authorization, such as those owned by deceased persons or closed corporations, a joint team will actively pursue tracking investigations and towing measures.”
