'Gyeonggi-do and Provincial Council Cooperation Round 2'... Launch of Ruling and Opposition Parties and Government Cooperation Committee on the 21st

View original imageThe ‘Ye-Ya-Jeong Cooperation Committee,’ a communication and cooperation body for discussing public livelihood issues between Gyeonggi Province and the Gyeonggi Provincial Assembly, has been newly launched.
On the 21st, Governor Kim Dong-yeon of Gyeonggi Province, Chairman Yeom Jong-hyun of the Gyeonggi Provincial Assembly, Democratic Party Representative Nam Jong-seop, and People Power Party Representative Kim Jeong-ho held a joint agreement ceremony in the main conference room of the Gyeonggi Provincial Assembly, marking a new start for ‘Gyeonggi Province-style’ public livelihood cooperation.
Governor Kim Dong-yeon said, "Thanks to the considerable cooperation from the Provincial Assembly over the past 1 year and 2 months through gradual concessions, I believe we have concluded well. Although there may be some regrets from the People Power Party, the Democratic Party, and the executive branch when looking into details, I would like to express my gratitude once again for the well-agreed supplementary budget by both parties. I am truly pleased to see the fruitful result of our combined efforts today," he added.
Chairman Yeom Jong-hyun of the Gyeonggi Provincial Assembly said, "I would like to name today as ‘Cooperation Season 2.’ I hope that the trust relationship built between the ruling and opposition parties will create a wonderful Ye-Ya-Jeong consultative body that will be remembered in the history of the Gyeonggi Provincial Assembly and Gyeonggi Province administration, where Governor Kim Dong-yeon, the People Power Party, and the Democratic Party all win together," he said.
Kim Jeong-ho, the People Power Party representative of the Gyeonggi Provincial Assembly, expressed his thoughts, saying, "Coincidentally, tomorrow is the day the revised Local Autonomy Act will be enforced. I hope that all policies and alternatives created by the Ye-Ya-Jeong Cooperation Committee will raise the happiness index of the 14 million residents of the province."
Nam Jong-seop, the Democratic Party representative of the Gyeonggi Provincial Assembly, also emphasized, "I hope the Ye-Ya-Jeong Cooperation Committee succeeds and reaches a higher level, becoming a driving force for local autonomy in the Republic of Korea."
The newly launched Ye-Ya-Jeong Cooperation Committee is the new name for the existing cooperation body ‘Ye-Ya-Jeong Consultative Body’ previously operated by Gyeonggi Province and the Provincial Assembly.
As the second year of the 8th popularly elected term begins, Gyeonggi Province, which requires close cooperation with the Provincial Assembly to strongly promote public livelihood policies, and the opposition leadership have newly formed the committee, leading to a consensus on the need for change within the Gyeonggi Provincial Assembly and the launch of the new cooperation committee.
It is not just a simple name change; unlike before, the committee has newly established a ‘Cooperation Task Implementation Committee’ to oversee the agreement and implementation of common policy tasks among the ruling party, opposition, and administration, thereby enhancing the execution power of the agreements.
The Ye-Ya-Jeong Cooperation Committee is composed of 22 members: five from Gyeonggi Province (Governor, Deputy Governor for Economy, Senior Secretary for Political Affairs, Director of Planning and Coordination Office, Director of Balanced Development Planning Office) and 17 from the Gyeonggi Provincial Assembly (Assembly Chair, Democratic Party and People Power Party representatives, senior deputy representatives, policy committee chairs, senior secretaries for political affairs and planning, chief spokesperson, Democratic Party general election strategy planning team leader and youth support team leader, People Power Party communication cooperation chief and youth deputy representative), co-chaired by Deputy Governor for Economy Yeom Tae-young and representatives Nam Jong-seop and Kim Jeong-ho.
The Ye-Ya-Jeong Cooperation Committee performs functions such as discussing major policies related to provincial administration, key ordinances and budget proposals, and policy and strategic projects of the Provincial Assembly. Through the newly established Cooperation Task Implementation Committee, it closely monitors the implementation and execution process of the agreements and promotes swift policy advancement. In agenda coordination meetings, sufficient communication and discussion are conducted in advance to mature contentious provincial administration issues, and not only major policies of both parties but also innovative and alternative policies are discovered and actively reflected in provincial administration.
Meetings are held once during the regular session and three times during extraordinary sessions as a principle, but can be convened as needed when urgent issues arise.

The Ye-Ya-Jeong Cooperation Committee plans to derive cooperation tasks by October and reflect them in next year’s budget to continue the achievements of policy agreements.
