Operation of Comprehensive Situation Room for 8 Days from September 27 to October 4
Implementation of Measures in 5 Areas: Ensuring Resident Safety, Strengthening Traffic Safety, Resolving Resident Inconveniences, Warm Holiday Sharing, and Establishing Public Service Discipline
Guro-gu (District Mayor Moon Heon-il) announced on the 19th that it will implement a "Chuseok Comprehensive Plan" to ensure a safe and comfortable Chuseok holiday.
The district has designated the period from September 25 to October 4 as the Chuseok Comprehensive Plan implementation period and will operate a comprehensive situation room for eight days from September 27 to October 4 to provide overall guidance and promptly respond to any inconveniences experienced by residents.
This comprehensive plan prioritizes the safety of residents and is composed of five main areas to minimize inconveniences directly related to residents' lives, including prevention of various disasters, accidents, and emergencies: △ Ensuring residents' safety △ Strengthening traffic safety △ Resolving residents' inconveniences △ Warm holiday sharing △ Establishing public service discipline.
A Guro-gu official stated, "We have prepared a comprehensive Chuseok plan covering prices and livelihood with the utmost priority on residents' safety," adding, "We will do our best to ensure that all residents can spend the holiday safely and comfortably."
The details by area are as follows.
Ensuring Residents' Safety
During the holiday period, the district will establish a reporting system to prepare for various incidents, accidents, and disaster situations, and operate a 24-hour disaster safety situation room linked with the integrated CCTV control center. To respond swiftly to large-scale disasters, the district will maintain an operational posture for the "Integrated Disaster Site Support Headquarters" and form a Disaster Safety Countermeasures Headquarters to prepare for natural disasters such as typhoons and floods, maintaining an emergency duty system.
By the 29th, safety management inspections will be conducted at 35 construction sites within the district, and safety inspections of disaster-vulnerable facilities will be carried out with external experts. If any issues are found, immediate corrective orders will be issued.
From September 25 to October 4, disaster preparedness and safety management systems will be inspected at multi-use facilities such as movie theaters, performance halls, and karaoke rooms, which tend to be crowded during the holiday. From September 4 to 20, safety inspections of facilities, electrical, and fire safety equipment will be conducted at 13 multi-use sports facilities including Sindorim Sports Center. Additionally, from September 25 to October 3, a fuel supply inconvenience reporting center will operate to receive and guide complaints related to fuel supply.
During the holiday, an emergency medical system centered on emergency medical institutions will be maintained so that residents can access emergency care at any time. From September 28 to October 3, a health center medical guidance team will operate to provide information on hospitals, clinics, and pharmacies open during the holiday.
Strengthening Traffic Safety
The district will operate a traffic countermeasure situation room from 6 p.m. on the 27th to 9 a.m. on the 4th to ensure traffic order during the holiday. For residents' convenience, special guidance and crackdowns on business vehicle violations will be conducted near major stations such as Sindorim Station, Guro Station, and Guro Digital Complex Station. In case of disaster, a traffic countermeasure team will be convened and operated.
Resolving Residents' Inconveniences
To alleviate the burden on residents struggling with soaring prices, the district will focus on stabilizing prices during the Chuseok holiday. Twenty essential items have been designated as priority management items, with monitoring of price trends and guidance to businesses that raise prices. Furthermore, compliance with price display regulations, including sales price display, unit price display, and prohibition of recommended retail price display, will be checked to promote a sound distribution order.
From September 21 to 22, the Guro Hanmadang Market will be held at the district office plaza, with participation from 29 autonomous districts and 52 farms selling 50 items such as Korean beef, dried yellow corvina, and traditional Korean sweets at affordable prices. Starting this year, an on-site courier service will be available to package and ship purchased goods immediately.
To ensure all residents can spend the holiday in a clean and pleasant environment, a cleaning situation room and patrol task force will operate, and a three-stage cleaning plan will be implemented before, during, and after the holiday. From the 25th to the 27th, guidance on garbage disposal and pre-cleaning will be conducted. During the holiday, 342 sanitation workers will perform special duties, cleaning main streets and handling cleaning complaints. After the holiday ends on the 4th, all cleaning personnel and equipment will be mobilized to collect and dispose of accumulated garbage simultaneously.
Warm Holiday Sharing
To ensure no lonely neighbors during the holiday, the district will conduct Chuseok volunteer activities for low-income residents in cooperation with 16 district volunteer cooperation groups and volunteer camps. Meals will be provided for low-income elderly living alone and children at risk of food insecurity, and management of vulnerable welfare groups will be strengthened. Additionally, from September 18 to October 4, a "Focused Welfare Check Period" will be designated to check on 2,080 households at risk of social isolation.
Furthermore, a homeless patrol team will be organized to strengthen patrols in vulnerable areas and take necessary measures such as emergency hospital admission or facility placement when needed.

The district has begun special inspections in preparation for the Chuseok holiday targeting all district office departments, health centers, community service centers, and affiliated corporations and foundations. Focus will be on corruption such as acceptance of money or entertainment, negligence of duty, and acts damaging dignity. If violations are detected, strict application of relevant regulations will be enforced, and severe disciplinary actions will be taken.
