According to Sputnik News, on the 15th (local time), President Putin made this remark during a meeting with Belarusian President Alexander Lukashenko in Sochi, southern Russia.
Earlier, on the 13th, President Putin held a summit with North Korean State Affairs Commission Chairman Kim Jong-un at the Vostochny Cosmodrome in Russia's Far East, where he expressed willingness to support North Korea's satellite development, hinting at possible military cooperation. Russia and North Korea agreed to deepen their cooperation by voicing a united front on military and economic cooperation and solidarity in the 'struggle against imperialism.'
This raised concerns that Russia might be violating UN Security Council sanctions against North Korea by engaging in arms trade or military cooperation. Russia is a permanent member of the UN Security Council.
President Putin emphasized that "there is no need to deploy foreign soldiers in the ongoing special military operation in Ukraine," calling claims that North Korean troops might be involved in the operation "nonsense."
Earlier, the Kremlin also announced that "Russia and North Korea did not conclude any military-related or other agreements during Kim Jong-un's visit to Russia," promptly addressing international concerns.
President Putin told President Lukashenko, "I recently met with the North Korean leader and would like to brief you on how discussions about the regional situation proceeded," indicating he would share the results of the North Korea-Russia summit.
