Realizing Digital Administration... Ulsan City Completes Data Hub and Digital Twin Platform Construction
On the 15th at 4:30 PM, Ulsan City held a completion report meeting for the ‘Data Hub Construction Project’ and the ‘Ulsan Digital Twin Platform Construction Project’ in the mayor’s office on the 7th floor of the main building.
Both projects were selected by Ulsan City in the Ministry of Land, Infrastructure and Transport’s public contest in 2022 and were completed in early September this year. About 10 people, including Mayor Kim Du-gyeom, attended the report meeting.
The ‘Data Hub Construction Project’ collects numerous public data that were managed separately into one place, stores them, and through linking and analyzing the data, proposes solutions to urban problems.
In this project, development was divided into models such as the smart security service model ‘Safety 2.0’ and the civil complaint discovery service model ‘Ulsan-ui Sori’ (Voice of Ulsan).
The ‘Safety 2.0’ model analyzes and predicts regional safety based on big data including 112 emergency call data, floating population, urban infrastructure, and weather information. The ‘Ulsan-ui Sori’ model provides real-time civil complaint trend analysis and issue analysis services as a solution for discovering urban civil complaints.
The ‘Ulsan Digital Twin Platform’ is a project that integrates and analyzes existing data scattered across central government agencies and other institutions with newly produced data, simulates the results, and visualizes them. In particular, it focused on developing algorithms to support carbon neutrality policies.
Its main functions include linking real-time fine dust status and weather information, analyzing carbon emissions and absorption by buildings and trees, analyzing the location of new facilities such as buildings, roads, and trees, and predicting the spread of fine dust.

An official from Ulsan City stated, “By gathering various scattered data in one place and integrating it with spatial information, we expect to improve work efficiency and use it as a basis for scientific policy decisions.”
