Ahn Hyeongju, Gwangju Seo-gu Council Member, Proposes Tenant Protection Ordinance
Ahn Hyeong-ju, a member of the Gwangju Metropolitan City Seo-gu Council, announced on the 16th that the 'Tenant Protection and Support Ordinance' was passed at the 314th extraordinary session standing committee.
The tenant protection ordinance was proposed to protect and support residents from damages caused by the so-called 'empty jeonse' rental fraud.
One out of three apartment and housing complexes in the Gwangju and Jeonnam areas has been identified as a high-risk area for empty jeonse, and at this point, there are no clear countermeasures at the Seo-gu level. Therefore, the ordinance was enacted to establish a sound rental relationship and to prevent and support residents from damages.
The ordinance includes key provisions such as ▲ the formation and operation of a project team ▲ regulations on prior review and promotion of public contest projects ▲ regulations on council reporting and incentives ▲ establishment of a housing lease damage recovery support plan ▲ support projects for tenant damage recovery such as jeonse fraud ▲ and the establishment of a cooperative system.
Councilor Ahn said, “Recently, many jeonse fraud cases linked to gap speculation have occurred in Gwangju as well,” adding, “Through the enactment of the tenant protection ordinance, we expect to contribute to housing stability and welfare improvement for Seo-gu residents by forming fair and stable rental relationships, preventing disputes, and supporting damage recovery.”
