On the 13th, President Yoon Suk-yeol replaced the ministers of three ministries: the Ministry of National Defense, the Ministry of Culture, Sports and Tourism, and the Ministry of Gender Equality and Family. The plan is to strengthen his control over state affairs by moving away from various controversies that had hindered government operations. As the leadership of these ministries came under scrutiny due to issues such as the historical conflict over the relocation of the bust of an independence activist and the disruption of the Saemangeum Jamboree, the opposition party launched a full-scale offensive ahead of next year's parliamentary general election. Therefore, this cabinet reshuffle is interpreted as an effort to deploy personnel who deeply understand President Yoon's governance philosophy to block the opposition's attacks and to put more effort into persuading the public.
Kim Dae-gi, Chief of Staff at the Presidential Office, announced at a briefing in the Yongsan Presidential Office briefing room that President Yoon nominated Shin Won-sik, a member of the People Power Party, as the new Minister of National Defense; Yoo In-chon, Presidential Special Advisor for Culture and Sports, as the Minister of Culture, Sports and Tourism; and Kim Haeng, former emergency committee member of the People Power Party, as the Minister of Gender Equality and Family. The nominees Shin, Yoo, and Kim are all highly experienced public officials and are recognized by President Yoon for their ability to carry out tasks and political skills.
Nominee Shin (a graduate of the 37th class of the Korea Military Academy) is a retired lieutenant general of the army who has held key positions such as Commander of the Capital Defense Command, Director of Operations at the Joint Chiefs of Staff, and Deputy Chairman of the Joint Chiefs of Staff. He entered the National Assembly as a proportional representative in the 21st general election and currently serves as the ruling party's secretary on the National Defense Committee. He was even a special aide accompanying President Yoon during his visits to Lithuania and Poland in July, making him one of the figures who deeply understands President Yoon's 'defense philosophy.' President Yoon replaced Defense Minister Lee Jong-seop, who resigned the day before following a leadership blow related to the death of Marine Corporal Chae Mo, within a day. Kim said, "He is currently the secretary of the National Defense Committee in the National Assembly and has extensive experience in operations," adding, "He is the best candidate to strengthen security capabilities against the escalating nuclear missile threat and to complete Defense Innovation 4.0."
Nominee Shin expressed his thoughts, saying, "The internal and external security environment and various challenges are serious. Although I am insufficient, if I become the Minister of National Defense, I will fulfill my duties so that the people can live comfortably," and added, "I will make the military a military of soldiers and a military that is truly a military."
Nominee Yoo served as Minister of Culture, Sports and Tourism for over three years from February 2008 to January 2011 during the Lee Myung-bak administration. Even after stepping down as minister, he served as a cultural special advisor under the MB administration. He has advised on cultural and sports policies since President Yoon's presidential candidacy and was appointed as a special advisor for culture and sports at the Presidential Office in July, reflecting strong trust. When Yoo was minister, Kim served as the second vice minister of the Ministry of Culture, Sports and Tourism.
Regarding Yoo, Kim said, "Nominee Yoo is not only knowledgeable and insightful about the cultural and artistic field but also has the policy capabilities to have served as a minister in the past. He is the right person to lead the next-level leap and global expansion of K-Culture, which is gaining worldwide attention recently." Yoo himself said, "I can say I have been on the field all my life. All answers are on the field, and the field is rapidly changing these days," adding, "I plan to quickly follow new policies and all support methods to fit the changing field well."
Kim Hyun-sook, Minister of Gender Equality and Family, who faced public criticism for poor response during the preparation and event period of this year's Saemangeum Scout Jamboree, was also replaced. The successor, nominee Kim, previously served as spokesperson for the Blue House during the Park Geun-hye administration and as president of the Korea Institute for Gender Equality Promotion and Education. She entered politics by joining the campaign of Chung Mong-joon, then a presidential candidate of the National Unity 21 party, in the 2002 16th presidential election. Last year, she served as spokesperson for the People Power Party's nomination management committee during local elections and later as an emergency committee member of the People Power Party.
Kim emphasized the Yoon administration's plan to abolish the Ministry of Gender Equality and Family, saying, "Nominee Kim is a former senior journalist who served as a specialist at JoongAng Ilbo and spokesperson for the Presidential Office. The ministry's duties related to family, culture, youth, and women's jobs will be transferred to the original ministries to provide better services to the public," adding, "Although the abolition bill has been submitted, it has not yet passed due to opposition from the opposition party. The nominee has excellent communication skills based on diverse experiences in media, political parties, and public institutions. We judged that she is the right person to smoothly carry out the ministry's duties during this transitional period."
After being called by Kim Dae-gi, nominee Kim took the podium and said, "The Ministry of Gender Equality and Family has various important tasks remaining, and at its core is the dignity of life, family values, and planning and executing the sustainability of the Republic of Korea, making it arguably the only ministry of its kind," adding, "During the ministry's existence, we will actively communicate with the public and do our best for the beneficiaries."
Regarding the replacement of Defense Minister Lee Jong-seop amid the severe security situation, when a reporter mentioned that the opposition party criticizes it as scapegoating over the Marine Corporal Chae Mo case, a senior official at the Presidential Office denied it, saying, "Many say it is a disciplinary personnel change, but (Minister Lee's tenure) has been 1 year and 4 months. Usually, replacements have been made at this point in the past. The Marine Corps was not considered at all in this personnel change." He added, "Especially, Minister Lee has raised the morale of military personnel, laid the foundation for the defense industry, and conducted new joint US-ROK military exercises, among many other tasks," and said, "Please see this as upgrading security capabilities to a global level based on these achievements."

However, the confirmation hearings for these nominees in the National Assembly are expected to be challenging. Nominee Shin is considered a hardline conservative within the ruling party and recently drew opposition backlash by actively supporting the relocation of General Hong Beom-do's bust within the Korea Military Academy. Nominee Yoo was once embroiled in allegations of creating a blacklist in the cultural and artistic community. Although he denied it in media interviews, the Democratic Party raised suspicions that he suppressed progressive cultural artists by creating a blacklist when Yoo was appointed as the presidential cultural special advisor in July. Nominee Kim also faced controversy during the 2000 general election when she gave a speech supporting a specific candidate while serving as a specialist at JoongAng Ilbo. Recently, after President Yoon's directive on the college entrance exam questions, she stated in a radio interview, "The top instructor (No. 1 star instructor) runs a 'killing camp' where students pay 5 million won each to learn only killing literature, and this is a left-wing interest cartel," which sparked controversy as 'fake news' even within the ruling party.
