How to Respond to Indiscriminate Crimes?
Yongsan-gu Holds Meeting on Measures Against Indiscriminate Crimes, Forms 'Indiscriminate Crime Response TF Team' ▲Develops Response Plans in Three Areas: Prevention Infrastructure, Support for Vulnerable Groups, Regional Collaboration ▲Expands Intelligent CCTV by 800 Units, Adds 213 CCTV for Crime Prevention and Safety Management ▲Expands Support for Vulnerable Groups with Safe Return Scouts and Safe Return Routes
Yongsan-gu has taken measures to prevent indiscriminate crimes.
Yongsan-gu (District Mayor Park Hee-young) held a countermeasure meeting on the 30th of last month to address the recent increase in residents' anxiety caused by indiscriminate crimes. This was the third meeting following those held on the 24th and 25th of last month, discussing various response strategies.
At this meeting, to enhance the effectiveness of crime prevention, a total of 20 practical departments participated across three areas: ▲establishment of prevention infrastructure ▲support for vulnerable groups ▲building a regional cooperation system. The departments exchanged opinions on various pre-collected response measures and worked on concretizing projects. Additionally, it was decided to form and operate the ‘Yongsan-gu Indiscriminate Crime Response TF Team’ to promote crime prevention measures.
Establishment of Crime Prevention Infrastructure
The district plans to first build crime prevention infrastructure to eliminate blind spots. They will introduce ‘intelligent CCTV’ and replace 800 ‘security CCTVs’ over three years. This system will send real-time alerts to the integrated control center upon detecting abnormal movements, enabling immediate response.
Furthermore, by early November, an additional 213 CCTVs are being installed at a total of 85 locations, including ▲19 security locations (150 units) and ▲16 safety management locations (63 units). Installation sites are selected through consultation with the Yongsan Police Station based on residents' opinions and big data.
To respond to the increased crime exposure of vacant houses due to large-scale maintenance projects ongoing throughout Yongsan, the district will collaborate with development associations. They plan to systematically manage project sites by implementing effective measures such as adding security posts within development areas and expanding regular patrols by security companies.
They will also strengthen the Crime Prevention Through Environmental Design (CPTED) sector. Starting this month, they will begin establishing an implementation plan and guidelines for creating crime-preventive urban environments, applying these to environmental improvements such as public restrooms (inside and outside) and safe return paths, reflecting local characteristics.
▲Support for Vulnerable Crime Groups
The district will expand support for various safety projects aimed at vulnerable groups. This includes increasing personnel and facility support for projects such as ▲Safe Return Scouts at 3 locations (7 people), ▲Safe Keeper Convenience Stores at 22 locations, ▲Safe Return Paths across 17 sections, and ▲Safety Equipment Support (for single-person households and stalking crime victims).
In particular, patrols will be strengthened in crime-prone areas such as parks, walking trails, and residential alleys. The autonomous crime prevention squads composed of local residents and joint patrols with the Yongsan Police Station will be intensified to eliminate crime blind spots. The district also plans to actively discover and support new jobs to be used as patrol personnel for responding to indiscriminate crimes.
Building a Regional Cooperation System
The district will establish a regional cooperation system for crime response by forming a public-private-police consultative body, including the Yongsan-gu Regional Security Council and Yongsan Uri Neighborhood Security Guards. Through collaboration, they aim to expand joint and autonomous patrol activities and respond systematically through close coordination even in emergency situations.

Park Hee-young, Mayor of Yongsan-gu, stated, “Indiscriminate crimes require prior prevention through crime prevention infrastructure and regional cooperation systems above all else,” adding, “We will do our best to prepare various response measures so that residents can live with peace of mind.”
