Hwasun-gun Prepares 2nd Supplementary Budget Proposal Worth 893.4 Billion Won
New Tourism Infrastructure Development, Focus on Population Influx
On the 13th, Hwasun-gun, Jeollanam-do announced that it has prepared and submitted to the county council the second supplementary budget proposal amounting to 893.4 billion KRW, which is an increase of 29.1 billion KRW compared to the first supplementary budget.
The main sources of the general account include 5.7 billion KRW from local allocation tax, 15 billion KRW from the Integrated Fiscal Stabilization Fund, and 12.1 billion KRW from national and provincial subsidies.
The budget size for the general account increased by 34.4 billion KRW (4.6%) to 784.4 billion KRW.
The public enterprises and other special accounts decreased by 5.2 billion KRW (4.6%) to 109 billion KRW, and the total budget increased by 29.1 billion KRW (3.4%) compared to the first supplementary budget, reaching 893.4 billion KRW.
Looking at the major projects, the focus is on establishing new tourism infrastructure to lead the era of 5 million tourists in Hwasun, including ▲ 5 billion KRW for the expansion and development of the Jo Gwang-jo exile site ▲ 4.8 billion KRW for the Hwasuncheon Flower River Road creation project ▲ 3.2 billion KRW for the Gaemisan Observatory construction project.
Additionally, to actively attract population inflow, the budget includes ▲ 2.4 billion KRW for rental housing projects for youth and newlyweds ▲ 1.2 billion KRW for the expansion of national and public daycare centers ▲ 4.5 billion KRW for the construction of dormitories in the Hwasun Vaccine Industry Special Zone.
County Governor Koo Bok-gyu stated, “This supplementary budget is prepared to successfully carry out projects within the year aimed at establishing new tourism infrastructure and increasing the declining population,” adding, “It will serve as a cornerstone for creating a changed and renewed Hwasun.”

The second supplementary budget proposal for 2023 submitted by Hwasun-gun is scheduled to be reviewed at the 260th extraordinary session of the county council starting on the 17th.
