Gumi City Launches Daily Care Services for Middle-Aged and Young Adults
Opportunity to Provide Customized Services for All Generations
Gumi City in Gyeongbuk Province will start providing daily care services from the second half of the year for middle-aged adults (aged 40 to 64) and family care youth (aged 13 to 34) who need care due to illness or isolation.
The city currently operates 10 projects under the existing community social service investment project (voucher). Until now, services have mainly focused on children, people with disabilities, and the elderly, resulting in a lack of welfare services for the youth and middle-aged generations who lead the city.
With the implementation of this ‘Daily Care Service’ project, support for middle-aged adults and family care youth, who were previously in service blind spots, will establish a more comprehensive social safety net care system.
Gumi’s ‘Daily Care Service’ consists of two parts: ① basic services commonly provided (home care and housekeeping services) for single middle-aged adults (aged 40 to 64) who have difficulty receiving care from family or relatives, and youth (aged 13 to 39) caring for sick family members, and ② specialized services (psychological support and exchange promotion) independently planned and provided by Gumi City.
① Home care and housekeeping services involve service providers visiting the user’s home to flexibly provide care and housekeeping support within a set time.
Depending on the user’s situation, services will be provided from a minimum of 12 hours up to a maximum of 72 hours per month. The maximum of 72 hours is exceptionally provided in cases where independent daily living is not possible.
② Specialized services consist of various services aimed at reducing daily burdens such as psychological support and exchange promotion that users need. In line with the Ministry of Health and Welfare’s direction to enhance user choice in social services, users can select and use up to two specialized services offered locally.
Unlike the existing voucher projects, this program allows applicants to apply regardless of income criteria if they need the service, and co-payments will be differentially imposed based on income, thereby lowering barriers to service linkage.
With the selection of this public offering project, the city has created an opportunity to provide customized services to all generations from children to youth, middle-aged adults, and the elderly.
The city plans to select institutions to provide the ‘Daily Care Service’ in July and implement the project by receiving recommendations for beneficiaries through the eup, myeon, and dong administrative welfare centers. The existing community social service investment project (voucher) will also recruit beneficiaries in the second half of the year to ensure that necessary services are provided without disruption.

Mayor Kim Jang-ho said, “The Daily Care Service is a welfare service prepared in response to the recent rapid increase in single-person households and the growing number of households in care blind spots, and it is expected to improve the quality of life for middle-aged and youth generations.” He added, “We will continue to do our best to make Gumi a happy city for its citizens.”
