Scandal Spreads Widely as Video Released on SNS
Residents Claim "Evidence of Link Between Mayor and Gang"
A local government head in Mexico has sparked controversy after it was revealed that he had breakfast with a local gang leader. Upon being informed, the president ordered a thorough investigation into the matter.
The so-called 'Breakfast Scandal' began with a roughly 10-second video clip recently shared on social media (SNS).
The post showed Norma Otilia Hernandez (45), mayor of Chilpancingo, the capital of Guerrero state in central Mexico, shaking hands with a man and sitting together at a table having breakfast.
Local daily newspapers such as El Universal and Milenio reported, “The man in the video is known as Celso Ortega Jimenez, the notorious leader of the gang ‘Los Ardillos’ (The Squirrels), which mainly operates in Guerrero state.”
Mayor Hernandez told local media, “I happened to meet him at an event I was invited to,” and claimed that the related video was maliciously edited. She also stated, “I have requested the prosecution to secure the full recorded footage.”

However, local residents are strongly criticizing, saying, “This is evidence showing a connection between the local government head and a criminal organization leader.”
Hernandez, a member of the ruling party Movimiento Regeneraci?n Nacional (MORENA), is known by the nickname ‘Lady Pachangas’ due to her fondness for social events and banquets.
El Universal reported, “Mayor Hernandez was not well regarded by residents amid ongoing issues such as inefficient garbage collection and increasing violent crimes in the area.”
Notably, on the 24th of last month (local time), a corpse was found in a vehicle in Chilpancingo, accompanied by a message addressed to Mayor Hernandez. This revelation has led to public outcry accusing the mayor of destabilizing public security.
The message read, “Greetings to Mayor (Hernandez). Still waiting for the second breakfast.” The perpetrator of this incident has not yet been identified.
Guerrero, along with the State of Mexico and Guanajuato, is considered one of the three most dangerous states in Mexico in terms of public security. In 2017, Guerrero recorded 2,578 homicides, the second highest after the State of Mexico (3,046 cases).

As the ‘Breakfast Scandal’ escalated, Mexican President Andr?s Manuel L?pez Obrador stated at a regular press conference on the 7th, “An investigation is currently underway, and if the mayor is involved in illegal activities, immunity will not be granted.”
