Strategic Resource Allocation for Efficient Financial Management
Eunpyeong-gu (Mayor Kim Mi-kyung) announced that it has submitted the 2023 2nd supplementary budget proposal, increased by 48.7 billion KRW, to the district council.
The supplementary budget proposal is composed at a total scale of 1.1637 trillion KRW, which is a 4.4% increase compared to this year's original budget of 1.1115 trillion KRW.
The supplementary funds were secured through the net surplus from the 2022 fiscal year settlement, national and city subsidies, supplementary budget adjustments for expected shortfalls in property tax revenue, and adjustments of expenditure budgets expected to remain unspent.
The increased budget amounts by sector are ▲ 20.9 billion KRW for the return of national and city subsidies ▲ 9.9 billion KRW for support of socially vulnerable groups ▲ 2.9 billion KRW for resolving resident inconveniences and creating a safe environment ▲ 15 billion KRW for major issues and large-scale investment projects.
In the 'Support for Socially Vulnerable Groups' sector, expenses were reflected for ▲ new support for postpartum care expenses to address the low birthrate issue ▲ expanded support for infertility treatment costs with the removal of income criteria and limits on the number of procedures. Additionally, the project for herpes zoster vaccination for basic livelihood recipients aged 50 and over is supported to reduce the economic burden on residents and help them lead healthy lives.
In the 'Resolution of Resident Inconveniences and Creation of a Safe Environment' sector, budgets were prioritized for the restoration of facilities directly related to resident safety, including ▲ improvement of public restroom facilities ▲ maintenance of back roads and pedestrian environments connected to school zones ▲ forest slope maintenance ▲ hazardous tree maintenance. Efforts will be made to ensure all residents can live safely and comfortably.
In the 'Major Issues and Large-scale Investment Projects' sector, strategic investments are made in ongoing projects such as ▲ construction of a public complex facility in Gusan-dong ▲ establishment of a comprehensive urban safety facility to accelerate project progress. To adjust financial imbalances and ensure stable operation of large-scale investment projects, 2 billion KRW was allocated to the Integrated Financial Stabilization Fund transfer to prepare for future difficult revenue conditions.
