Budget Cuts Without Clear Criteria or Policy Alternatives... Residents Suffer the Consequences
Mapo-gu (Mayor Park Gang-su) faces the risk of critical local projects being stalled as 1.139 billion KRW was cut from the supplementary budget this year, including funds for key pledge projects.
On the 4th, the Budget and Accounts Special Committee of the Mapo-gu Council cut budgets for core pledge projects promised to residents in the 8th mayoral term, including 378 million KRW for establishing a cooking center to expand beneficiaries of the Hyo-do Bapsang program, 386 million KRW for revitalizing the tourist district through the Red Road, and 375 million KRW for creating a pet camping site in response to the increasing pet population.
In particular, the budget cut for the Hyo-do Bapsang cooking center, which was allocated to expand the scope of beneficiaries to prevent solitary deaths and support the daily lives of the elderly in preparation for a super-aged society, and the budget cut for the Red Road project, which has been revitalizing the Hongdae tourist district’s commercial area, may weaken the district’s growth momentum and loosen the welfare network, potentially causing undue harm to residents.
A district official stated, “If this supplementary budget is cut, projects that were progressing well will come to an abrupt halt, which is practically equivalent to being told not to proceed with the work.”
The council approved a budget of 20 million KRW, cutting 13 million KRW from the 33 million KRW initially proposed for installing digital billboards for council members and legislative publicity.
Park Gang-su, Mayor of Mapo-gu, said, “This supplementary budget was prepared primarily to accelerate projects essential for improving residents’ lives and developing Mapo, yet it is regrettable that only the pledge projects and current issues promised to the 370,000 residents in the 8th mayoral term were cut.”
He added, “I am concerned that the unilateral budget cuts without clear criteria or policy alternatives will directly harm the residents.”
