Gangdong-gu Transforms into a Resident-Centered, Performance-Oriented Organization
One Year Since the Launch of the 8th Elected Administration: Establishing Strong Momentum for Change through Enhanced Administrative Trust and Organizational Efficiency
Organizational Restructuring with the Establishment of the Reconstruction and Redevelopment Division and the Transportation Policy Team to Actively Respond to Administrative Demands
Gangdong-gu (Mayor Lee Soo-hee) announced on the 3rd that it will implement an organizational restructuring to transform into a citizen-centered, performance-oriented organization on the occasion of the first anniversary of the 8th elected administration.
Since the launch of the 8th elected administration, the district has conducted two rounds of organizational restructuring. The existing 48 divisions and 190 teams were reduced to 43 divisions and 180 teams (a decrease of 5 divisions and 10 teams) to enhance organizational efficiency and responsiveness. At the same time, the district established an organizational system that meets residents' needs by strengthening safety functions and setting up a dedicated task force (TF) for transportation measures.
In recognition of these efforts, Gangdong-gu was the only autonomous district in Seoul to be selected as an ‘Excellent Autonomous District in Organizational Management in 2022’ and received a commendation from the Minister of the Ministry of the Interior and Safety.
While the previous two organizational restructurings focused on strengthening organizational efficiency and administrative trust, this restructuring concentrates on securing execution momentum for major policies and establishing a citizen-centered, performance-oriented organizational system.
To respond swiftly to large-scale reconstruction and redevelopment projects and changes in Seoul’s housing policies, the ‘Reconstruction and Redevelopment Division’ was newly established. The existing Housing Reconstruction Division was reorganized into the ‘Apartment Housing Division,’ which is responsible for managing apartment complexes and handling civil complaints, thereby enhancing administrative expertise.
To actively address Gangdong-gu’s biggest long-standing issue of transportation policy (such as the direct connection of Line 5 and the GTX-D line passing through Gangdong-gu), the existing Transportation Administration Team was split into the Transportation Policy Team, which handles transportation system-related tasks such as buses and urban railways, and the Transportation Management Team, which manages transportation-related civil complaints.
Additionally, as the public role in childcare and parenting support has been strengthened, the existing Children’s Center Team was divided into the Public Play Facilities Team and the Children’s Center Team to systematize both software and hardware support. Reflecting the social phenomenon of a rapidly increasing proportion of single-person households, the Family Support Team was reorganized into the ‘Single-Person Household Support Team.’
Furthermore, a Dong Office Building Management Team was newly established to systematically promote the complex redevelopment of aging Dong office buildings. A Jeonse Damage Support Center will be set up to actively support the housing security of victims of Jeonse fraud. Emergency housing support, legal and psychological counseling, and an online center for preventing ‘empty shell’ Jeonse damage will be operated for victims who inevitably face eviction due to public auctions and other reasons.
