Mapo-gu Applies a 25% Reduction on 1,697 Cases of 2023 Regular Road Occupancy Usage Charges, Reducing Approximately 1 Billion KRW
Expected to Alleviate Economic Burden on Small Businesses and Small Merchants Amid Prolonged COVID-19 Economic Downturn
Last January, Mapo-gu, Woori Bank, and the Seoul Credit Guarantee Foundation signed an agreement to provide special financial support for small businesses and micro-enterprises.

Road occupancy fees are usage charges imposed once a year on those who have obtained permission to occupy public land, mainly for vehicle access roads of commercial and neighborhood living facility buildings.
This decision was made by applying Article 68, Clause 2 of the Road Act (cases where the original purpose of road occupancy cannot be achieved due to special circumstances such as disasters), considering the worsening economic conditions felt by small businesses and small merchants due to high inflation and high interest rates despite local governments’ efforts for daily life recovery after the COVID-19 pandemic.
This is part of proactive administration following the three-month deferral of the 2023 regular road occupancy fees. However, as with last year, public institutions and local public enterprises are excluded from the reduction.
An official from the district stated, “A 25% reduction will be applied to the 2023 regular road occupancy fees, and the bills will be sent out accordingly, so no separate application for reduction is required. The bills are scheduled to be mailed around the 16th.”
With this reduction decision, it is expected that a total of 1,697 small merchants and businesses in Mapo-gu will receive reduction benefits amounting to approximately 1 billion KRW this year.

Park Gang-su, Mayor of Mapo-gu, said, “We expect this reduction in road occupancy fees to somewhat ease the economic burden on local small merchants who are struggling due to decreased sales caused by recent weakened consumer sentiment. Mapo-gu will also continue to make greater efforts to provide practical support to local small merchants in difficulty through various projects such as the ‘Special Financial Support for Small Businesses and Small Merchants’ launched last January.”
