“Democratic Party, Committed to Amplifying Social Conflicts” Kim Ki-hyun's Fierce Criticism of the Nursing Act
Yoon Jae-ok: "Government and Ruling Party Need to Clarify Their Positions"
Regarding the Nursing Act bill, which was passed in the National Assembly plenary session led by the Democratic Party of Korea, Kim Ki-hyun, leader of the People Power Party, said, “It is truly regrettable that instead of mediating conflicts, they are devoted to further amplifying them.”
Leader Kim made these remarks during the opening statement at the 9th High-level Party-Government Council held at the Prime Minister’s official residence in Samcheong-dong on the 14th. He stated that although the Grain Management Act amendment bill, passed under the Democratic Party’s leadership, was vetoed by President Yoon Suk-yeol, and the Nursing Act bill is also expected to be vetoed, “there is a suspicion that the Democratic Party’s political activities aim to exhaust national finances and provoke conflicts across various sectors of society.”
He added, “Therefore, the party and government must redouble their efforts and, above all, focus entirely on taking care of people’s livelihoods to gain public support.”
Regarding the Yellow Envelope Act, Leader Kim also said, “It appears to be a potential factor for escalating conflicts that are currently on standby, so I hope our party and government closely monitor people’s livelihoods and take necessary measures and proactive responses.”
Marking the first anniversary of President Yoon’s inauguration, he said, “The time ahead may be more difficult than the past year,” and added, “Above all, both ruling and opposition parties are staking their lives on next year’s general election, and internally, the Democratic Party is embroiled in a ‘perfect corruption scandal,’ so there is a strong motivation for the Democratic Party to form external battle lines.”
He continued, “There is a possibility that the Democratic Party will intensify unreasonable fault-finding and attempts to discredit. In that regard, we must prepare more firmly. The Democratic Party has long raised suspicions that it intends to hinder the momentum of state administration and obstruct progress. I cannot help but raise concerns that they are placing various restrictions and obstacles on state administration solely to win elections through reflexive benefits.”
Yoon Jae-ok, floor leader, hinted that the president will propose exercising the right to request reconsideration (veto) on the Nursing Act bill. He said, “After the passage of the Nursing Act, we met with stakeholders such as the Health and Welfare Medical Solidarity and the Nurses Association to reach an agreement and persuade them, but ultimately, no agreement has been reached so far.” He added, “We also proposed a mediation plan to the Democratic Party to heal social conflicts caused by legislation and restore the medical cooperation system, but there has been no significant response yet.”

He continued, “The government and the party will do their best to derive the best possible agreement until the end and strive to reach a settlement with the Democratic Party. However, considering the need to quickly heal conflicts caused by legislation and the threat to the public’s right to health due to the collapse of the medical system, I believe it is now time to finalize the government’s and the party’s positions on the Nursing Act through today’s discussion.”
