[News Terms] 'Field Crowd Management System' to be Established by the End of This Year
The 'On-site Crowd Management System' is a system that uses big data such as mobile carriers' base station connection data and spatial information data from the Ministry of Land, Infrastructure and Transport to predict the scale of crowds at local festivals and performance venues in advance and provide risk alerts.
It is a project promoted by the government following the Itaewon tragedy in October last year, aimed at proactively preparing for new types of risks. It is one of the top priority tasks reflected in the 'Comprehensive Plan for National Safety System Reform' being promoted by the Ministry of the Interior and Safety.
On the 10th, the Ministry of the Interior and Safety announced that it will hold a kickoff briefing for the 'On-site Crowd Management System Construction' project on the 12th at the Government Seoul Office, chaired by Cho Sang-myeong, Director of the Safety Policy Office.

Once the On-site Crowd Management System is established, authorities will be able to understand how many people have gathered at local festivals and performance venues. The density calculated using mobile carriers' base station connection data and spatial information data from the Ministry of Land, Infrastructure and Transport will be displayed on a map-based Geographic Information System (GIS) integrated dashboard in the local government situation room. With the Cabinet meeting's approval of the amendment to the Disaster and Safety Act on the 9th, the legal basis for collecting mobile carrier connection data has been established, and it is scheduled to be enforced on August 17.
The local government situation room can monitor the on-site situation in real time and respond quickly by observing risk alerts categorized as interest, caution, warning, and severe, which are displayed according to crowd density. When a risk alert appears on the local government dashboard, the local government checks the CCTV footage in the situation room, shares the situation with police and fire authorities, and responds according to manuals such as traffic control and crowd dispersal.

The Ministry of the Interior and Safety plans to complete the construction of the On-site Crowd Management System by December after a pilot service in metropolitan areas in November. In 2025, the second phase will involve strengthening the CCTV video analysis function. Technology that automatically recognizes CCTV or drone footage installed around crowded sites and analyzes crowd density will be integrated into the On-site Crowd Management System.
