According to the Ministry of Land, Infrastructure and Transport guidelines, when a tower crane operator's license is suspended due to monthly fee collection, requiring substitute personnel, or when construction sites face tight schedules due to labor slowdowns caused by the 52-hour workweek and compliance driving by operators affiliated with the construction labor union, the association will match tower crane operators upon request.
Anyone holding qualifications as a tower crane operator who wishes to work at a construction site can apply for the talent pool. Applicants can fill out and submit the application form on the association's website. It can also be submitted by fax. The association stated that the list of participating operators will not be disclosed externally for reasons including personal information protection, and expressed hope that many operators seeking jobs will participate.

An association official said, "Unfair practices and labor slowdowns by tower crane operators directly lead to delays and increased construction costs, which are then reflected in sale prices, ultimately harming the public. We will actively participate in the government's strong will to eradicate unfair practices by building a talent pool, and provide work opportunities to operators who want to work properly by breaking away from wrongful customs."
