Jinju-si Implements Comprehensive Winter Measures for Disaster and Accident Prevention
Until February Next Year, Full Effort for Cold Waves, Infectious Diseases, and Stability of Ordinary People's Lives
[Asia Economy Yeongnam Reporting Headquarters Reporter Choi Soon-kyung] Jinju City, Gyeongnam Province, has established and is implementing a 'Comprehensive Winter Season Plan' to ensure that citizens can spend a safe and warm winter.
This comprehensive plan includes five main directions and detailed plans to thoroughly inspect and prevent anticipated winter disasters, accidents, and various safety incidents from this month through February next year: ▲Disaster and accident prevention ▲Fire prevention and forest fire control ▲Infectious disease response including COVID-19 ▲Stabilization of low-income households ▲Support for low-income and vulnerable groups.
First, the city will operate a special task force (TF) team for heavy snow and cold wave response during winter, continuously monitoring weather conditions to enable rapid initial response. At the same time, it will strengthen pre-inspections of vulnerable areas and facilities to eliminate risk factors in advance, and establish a 24-hour safety response system through safety inspections of construction sites and traditional markets in preparation for the winter season.
Additionally, the city will implement traffic safety and snow removal measures, ensure stable supply of public administrative services and safety measures, and promote prevention plans for damage to agricultural products and livestock to prevent various winter disasters and accidents.
For fire prevention and forest fire control, a situation management team will be operated for rapid response in case of fire, and safety management of fire-prone areas during winter will be strengthened. To prevent forest fires, SMS messages will be used to promote forest fire prevention, and the status of forest fire prevention plans and winter forest fire prevention activities in towns and townships will be inspected.
A comprehensive situation room will also be operated for infectious disease response including COVID-19. Maintaining a 24-hour situation management system, the city will support on-site consulting and installation of negative pressure equipment, focusing on managing vulnerable groups to infection. Simultaneously, efforts will be concentrated on infectious disease response through additional COVID-19 vaccinations in winter and influenza vaccinations supported by the national government for children, the elderly, and pregnant women, and by local governments for school-age children, those aged 60-64, and vulnerable groups.
Measures to stabilize the livelihoods of ordinary citizens have also been prepared. To stabilize prices, a comprehensive price countermeasure situation room will be operated, and price information will be disclosed on the website. By selecting reasonably priced and price-stable businesses and providing incentives (garbage bags), the city plans to encourage stabilization of personal service fees.
Furthermore, to support low-income and vulnerable groups, safety inspections of social welfare facilities during winter will be conducted, customized care services will be provided for elderly people vulnerable to cold waves, and remote medical treatment and on-site medical services using information and communication technology (ICT) will be supported for residents in medically underserved areas.
