Yangju City, the Nation's First to Establish 'National Property Electronic Management System'
Preventing Unauthorized Occupation and Expecting Efficient Property Use

[Asia Economy Reporter Ra Young-cheol] Yangju City in Gyeonggi Province has become the first local government nationwide to establish a computerized management (DB) system for entrusted national property under the jurisdiction of the Ministry of Agriculture, Food and Rural Affairs.
According to Yangju City on the 19th, the city has enhanced the effectiveness of regular surveys on entrusted national property and laid the groundwork for managing complaints such as conflicts of interest and unauthorized occupation arising from the use of national property.
The city, entrusted by the Ministry of Agriculture, Food and Rural Affairs, completed this month a survey on national property to prevent unauthorized occupation without usage permission or lease contracts and to find efficient ways to utilize the property.
The surveyed area covers 3,756 administrative property parcels under entrusted management, totaling 3,013,509 square meters.
The city deployed experts to build a computerized database for each parcel based on on-site survey data, utilizing converged data such as continuous cadastral maps, orthophotos (25 cm resolution), digital maps, and permit information.
By adopting GIS using spatial information, the city established a data-based work environment including systems for searching national property sites and storing and managing the status of gratuitous reversion of national property, which is expected to increase the utilization value of entrusted national property.
Additionally, by utilizing the national property survey data and DB system, the city plans to establish annual plans for national property utilization, increase non-tax revenue through imposing compensation fees on unauthorized occupants, and approve increased use of agricultural production infrastructure for purposes other than originally intended.
Furthermore, the city intends to promote administrative management of national property suitable for various development projects, including the abolition of national property without public use plans and management of parcels reverted gratuitously.
