Seoul Subway Union's Legal Strike Enters Second Day... Line 1 and 3 Delays During Commute
[Asia Economy Reporter Kim Hyung-min] The Seoul Metro Workers' Union, which operates subway lines 1 to 8 and a section of line 9 (Sinnonhyeon to Jungang Veterans Hospital), continued its lawful struggle on the 25th, causing delays in the operation of lines 1 and 3 during the morning and evening commutes.
According to the joint negotiation team of Seoul Metro and the two major labor unions affiliated with the Federation of Korean Trade Unions and the Korean Confederation of Trade Unions, as of 6 p.m. that day, the upward direction of line 1 (towards Soyosan) was delayed by about 12 minutes, and the downward direction (towards Cheonan and Incheon) was delayed by about 13 minutes. Line 3's upward direction (towards Daehwa) was delayed by 15 minutes.
During the morning commute at 9 a.m., both the upward and downward directions of line 1 were delayed by 6 minutes each. Line 3's downward direction was delayed by 15 minutes. The company reported that there were no train delays outside of the commute hours.
The union's lawful struggle is expected to continue until the 29th. However, the struggle is being conducted in a way that allows sufficient time for opening and closing the doors to ensure safe operation. They will not operate trains forcefully to maintain the dispatch intervals. Operating in this manner extends the usual station stop time, which is normally within 30 seconds, potentially increasing congestion during peak commute hours.
The National Railroad Workers' Union, which includes the Korail union, also began a lawful struggle from 9 a.m. the previous day. The proportion of Korail-operated trains is approximately 80% on line 1, 25% on line 3, and 30% on line 4.

The joint negotiation team of the Seoul Metro Workers' Union has demanded the withdrawal of a restructuring plan that would reduce about 1,500 employees by 2026 and requested the expansion of safety personnel. They also requested a meeting with Seoul Mayor Oh Se-hoon, criticizing the Seoul city government for neglecting the current situation. The union plans to initiate a general strike on the 30th if negotiations with management do not progress.
