Guidance on Claim Procedures for First Compensation Payment Claimants and Identification of 8th Additional Report Candidates
[Jeju=Asia Economy Honam Reporting Headquarters, Reporter Park Chang-won] Jeju Special Self-Governing Province and the Jeju Special Self-Governing Provincial Council 4·3 Special Committee (hereinafter 4·3 Special Committee) announced on the 15th that from the 9th to the 12th, they visited related organizations and groups in Japan to promote the application for compensation for 4·3 victims and the 8th additional report.
This visit was made at the request of the Tokyo-based "Jeju 4·3 Thinking Group" and Osaka's "Zainichi Japan 4·3 Victims' Families Association" to provide explanations for the Zainichi 4·3 bereaved families.
In Tokyo, they visited the Zainichi Japan Kanto Jeju Residents Association and the Central Headquarters of the Korean Residents Union in Japan (Mindan) to explain the application and claim methods for compensation, the 8th additional report of victims and bereaved families (January to June 2023), and matters related to family relationship corrections.
In response, the Residents Association and Mindan expressed their willingness to actively cooperate in promotion through their own newsletters and newspapers. Especially considering the advanced age of the 4·3 victims and bereaved families, they exchanged opinions on holding local explanatory meetings in Japan for the Zainichi 4·3 bereaved families from time to time.
They also visited the Embassy of the Republic of Korea in Japan and, through a meeting with the Consul General (Bae Kyung-taek), actively proposed consular support to ensure that victims and bereaved families in Japan do not face difficulties in submitting necessary documents.
Through a meeting with members of the Jeju 4·3 Thinking Group in Tokyo, they also discussed cooperation and support measures for additional fact-finding investigations, promotion of 4·3 victim compensation applications, and promotion of the 8th additional report of victims and bereaved families.
Jeju Province promised to establish a cooperative system so that the 4·3 additional fact-finding investigation team members can conduct investigations smoothly in Tokyo, and requested promotion so that 4·3 is widely known in Japan and additional victims and bereaved families can be discovered.
Meanwhile, in Osaka, they visited the Zainichi Japan Kansai Jeju Residents Association and the Osaka branch of Mindan, asking them to raise awareness in the Osaka local community to prevent any omissions or neglect, as there are many overseas residents in Osaka.
The Residents Association and Mindan promised to actively strive for a just resolution of 4·3 through promotion using newsletters and newspapers, as well as collaboration with the consulate and the Zainichi bereaved families association.
