Jeju-style Administrative System Public Discussion to Gather Residents' Opinions
Research Service Bid Announcement This Week (40 Days)... Focused on Public Deliberation of Residents
[Jeju=Asia Economy Honam Reporting Headquarters, Reporter Park Chang-won] A public deliberation plan to gather diverse opinions from residents is being promoted in the process of introducing the Jeju-type administrative system.
The Jeju Special Self-Governing Province Administrative System Reform Committee (Chairperson Park Kyung-sook) announced on the 15th that it has finalized the task instructions for the research project to promote public deliberation for the introduction of the Jeju-type administrative system and will officially begin public deliberation with residents.
The public deliberation on the administrative system will be conducted through methods such as resident opinion collection procedures (resident awareness surveys, briefings, TV debates, opinion polls) and operation of a resident participation group (more than 300 people).
First, after diagnosing the special self-governing province, a resident awareness survey will be conducted during the performance analysis stage.
In addition, regarding the proposed models for the administrative system hierarchical structure and district setting, resident opinion collection such as regional briefings, debates, and opinion polls will be conducted regularly, and a resident participation group will also be operated.
The Administrative System Reform Committee plans to derive the optimal plan based on activities related to hierarchical structure and administrative district settings through a learning process of more than six months involving resident opinion collection and the resident participation group.
Meanwhile, this research project aims to explore the direction for introducing an administrative system that harmonizes advanced autonomy and resident self-governance, establish a Jeju-type administrative system model through residents' self-determination rights, and build an administrative system that responds to future changes.
After a 40-day announcement period, the contract will be signed around mid-January next year.
First, the necessity of introducing the Jeju-type administrative system and diagnosis of the current administrative system will be conducted as part of the performance analysis of the special self-governing province, followed by deriving the administrative system hierarchical structure and administrative districts through analysis of hierarchical structure models.
In this process, cost-effectiveness analysis, advantages and disadvantages, and specific autonomous administrative structure systems for each alternative are expected to be presented.
Based on the research results, discussions on legislation and resident referendums will be held with the government and central political circles.
