View original image[Asia Economy Reporter Park Hyun-joo] It has been confirmed that the landlord of the one-room building in Hwaseong City, Gyeonggi Province, where serial rapist Park Byeong-hwa (39), known as the 'Suwon Balbari,' resides, has sent a written notice to terminate the lease contract.
The landlord's family said in a phone call with Yonhap News on the 2nd, "We visited Park Byeong-hwa late in the afternoon the day before, accompanied by Hwaseong City officials and police officers," adding, "We knocked on the door and read the written notice of contract termination, but there was no response, so we slipped the notice through the door gap and left." They emphasized, "It was confirmed that a family member, presumed to be Park Byeong-hwa's mother, used a seal in Park Byeong-hwa's name to sign a proxy contract without a power of attorney, so this lease contract is invalid. If he ultimately refuses to vacate, we plan to proceed with an eviction lawsuit to remove him."
The landlord's side cited the reason for the post-contract termination as the tenant's failure to disclose any information about Park Byeong-hwa's identity at the time of the lease contract on the 25th of last month.
Currently, local residents are strongly demanding Park Byeong-hwa's eviction. In particular, it is known that students and parents feel extreme safety threats because the one-room complex where Park resides is only about 100 meters from the back gate of a university and is surrounded by elementary, middle, and high schools. About 50 parents of elementary school students in the area held a press conference in front of the one-room building where Park lives yesterday morning, demanding his eviction.
The Gyeonggi Provincial Office of Education also issued a statement yesterday, saying, "We urge the eviction of serial rapist Park Byeong-hwa, who threatens the safety of students." They added, "In addition to Park Byeong-hwa's eviction, all possible measures must be taken to ensure student safety, including strengthening local security management, expanding crime prevention facilities, and enhancing safety education."
The police have deployed one company unit (80 personnel) on-site around the one-room building where Park Byeong-hwa resides, operating in shifts. Hwaseong City, to minimize residents' anxiety, has installed 15 high-performance security CCTV cameras at eight locations around the one-room complex to monitor the area closely 24 hours a day.

Meanwhile, Park Byeong-hwa was arrested on charges of breaking into villas in Suwon City's Gwonseon-gu and Yeongtong-gu districts from December 2020 to October 2007 and raping ten women in their twenties. He was sentenced to 15 years in prison and was released on the 31st of last month after serving his full term.
