Installation of Automated External Defibrillators (AEDs) at 16 Municipal Public Parking Lots for Rapid Emergency Response to Cardiac Arrest & Proactive AED Installation in Public Parking Lots Despite No Mandatory Requirement to Prevent Accidents
[Asia Economy Reporter Jong-il Park] During the fall season, when the temperature difference between day and night is large, blood vessels constrict, leading to a significant increase in the incidence of heart diseases, requiring prompt response in emergency situations.
Accordingly, Seocho-gu (District Mayor Jeon Seong-su) will newly install automated external defibrillators (AEDs) at 16 public parking lots managed by the district to enable rapid action in case of cardiac arrest emergencies.
An automated external defibrillator (AED) is a device that analyzes the patient’s heart condition and helps restore it through electric shocks. If used promptly within 4 minutes of cardiac arrest before the arrival of the 119 emergency medical team, it can increase the survival rate up to 80%. Therefore, it is crucial to find and use the nearest AED as quickly as possible when an emergency patient occurs.
Public parking lots are not facilities required by the “Emergency Medical Services Act” to mandatorily install AEDs. However, the district proactively proposed and promoted the idea of installing AEDs in public parking lots. The district judged that the installation would be highly effective because public parking lots are used by many people and are always open, allowing quick use if a patient occurs nearby.
The public parking lots scheduled for installation include Eongubi, Banpo Dunggeun Village, Isu, Jungang-ro, East side of Gyodae Station, Jamwon-dong Soundproof Hill, Banpo-dong Soundproof Hill, Banpo 2-dong, Banpo 4-dong Community Center, Seorae Village, Bangbae 1-dong, Bangbae Open Culture Center, Dongsan Village, Guryong Park, Eonnam Culture and Sports Center, and Yangjae Neighborhood Park, totaling 16 locations.
Furthermore, after installation, the district plans to provide safety training to the managers of each installation site and thoroughly manage the equipment afterward. The district has already installed and operates 208 AEDs in the district office, health centers, community centers, and welfare centers to prepare for any possible emergencies involving residents.

District Mayor Jeon Seong-su stated, “We are expanding the installation of automated external defibrillators so that emergency measures can be taken immediately on-site when emergencies occur,” and added, “We will also conduct thorough equipment inspections and management after installation.”
