The Chinese government criticized the U.S. government for reaffirming China as the only country with the intention and capability to challenge the United States, calling it a "Cold War mentality."
Mao Ning, spokesperson for the Chinese Ministry of Foreign Affairs, stated at a regular briefing on the 13th regarding the U.S. National Security Strategy (NSS), "We oppose outdated notions such as Cold War thinking and zero-sum games, and we do not support exaggerating geopolitical conflicts and great power competition." He added, "Such approaches are contrary to the current trends and expectations of the international community, are unwelcome, and will ultimately fail."
He asserted, "The purpose of China's development is the happiness of its people and national rejuvenation," and "The international community is well aware that China is a builder of world peace, a contributor to global development, and a defender of the international order."
He continued, "China and the United States, as the largest developing country and a developed country respectively, have the responsibility to safeguard world peace and stability and to promote economic prosperity and development," emphasizing, "The United States should adhere to the principles of mutual respect and peaceful coexistence and ensure that China-U.S. relations return to a healthy and stable track."

Earlier, on the 12th (local time), the U.S. National Security Council (NSC) released the NSS, describing China as "the only competitor with the economic, diplomatic, military, and technological capabilities, as well as the intent, to reshape the international order." It further stated, "We will outcompete China through effective competition." The U.S. reaffirmed its three main pillars of its China strategy: investment, alliances, and competition.
