Deputy Mayor Hwang was born in 1963 and earned a Ph.D. in Social Welfare Policy from Seoul Christian University.
He has served as a secretary to a member of the National Assembly, policy advisory member of the Youth Protection Committee, president of the Seoul Metropolitan Youth Training Facilities Association, policy advisory member of the Ministry of Education's Policy Advisory Committee, chairman of the transition committee for the 7th term mayor of Mapo District in Seoul, member of the transition committee for the 7th term mayor of Jung District in Seoul, advisory member of the National Assembly's Youth Future Special Committee, and invited professor at Seokyeong University.
