Jeonnam Province Wins Presidential Award for Two Consecutive Years in Ministry of the Interior and Safety's 'Public Servant Labor-Management Culture Evaluation'
[Muan=Asia Economy Honam Reporting Headquarters Reporter Yoon Jamin] Jeonnam Province announced on the 16th that it has been honored with the highest award, the Presidential Award, in the Ministry of the Interior and Safety’s ‘2022 Excellent Administrative Institution Certification System for Public Officials’ Labor-Management Culture Evaluation.’
After being selected as the best institution in 2019 and completing the two-year participation restriction period, the province participated again in this year’s certification evaluation and was selected as the best institution, achieving the distinction of receiving the Presidential Award consecutively for the first time nationwide.
In this evaluation, Jeonnam Province captured the judges’ attention by recognizing the public officials’ union as a key pillar of provincial administration, viewing it as a partner for provincial development and employee welfare enhancement, and establishing a Jeonnam-style labor-management culture that jointly contemplates and implements the successful promotion of provincial projects and the happiness of residents.
Especially amid the COVID-19 situation, the province promoted various customized welfare policies, enabling employees to work with a sense of fulfillment, thereby ensuring organizational stability.
Governor Kim Young-rok ranked first in job performance evaluation for 30 out of 43 months during the 7th local government term, and employees alternated between first place in quantitative and qualitative aspects in the government joint evaluation over the past two years, demonstrating stable labor-management culture and simultaneous achievements by both the institution head and employees, which was highly evaluated.
Additionally, distinctive Jeonnam-only labor-management cooperation projects attracted attention, including ▲ the nation’s first two-year collective bargaining with the Jeonnam Regional Public Officials’ Labor Union Federation ▲ the two-track (face-to-face and non-face-to-face) administrative innovation movement in response to COVID-19 ▲ the campaign to collect employees’ salary change to create Love Sharing Happiness Boxes ▲ operation of small family camps for one night and two days ▲ and the Jeonnam Provincial Office Cinema operation.
This evaluation was conducted in three stages?document review, on-site inspection, and face-to-face evaluation?by the Ministry of the Interior and Safety’s evaluation committee composed of about 10 labor-management relations experts including government officials, professors, and researchers since July.
At the award ceremony hosted by the Ministry of the Interior and Safety in December, Jeonnam Province will receive the Presidential Institutional Commendation along with the certification plaque for excellent administrative institution in public officials’ labor-management culture and a prize money.
Governor Kim said, “This award is especially meaningful as it was created through the efforts of the Jeonnam Provincial Office Labor Union, which worked together for employee happiness and provincial development despite difficult conditions such as COVID-19, and the employees who did their best to realize the Jeonnam Happiness Era,” adding, “We will continue to strengthen communication and cooperation with the Jeonnam Provincial Office Labor Union and work together as a strong partner to realize the ‘Great Leap! Jeonnam Happiness Era.’”
Lee Yong-min, Chairman of the Jeonnam Provincial Office Labor Union, said, “This is the result of the governor and the 2,300 union members of Jeonnam Province respecting the labor union as a partner in provincial development and actively supporting legitimate union activities,” and added, “We will continue to do our best to create a happy workplace through communication between labor and management.”
The Excellent Administrative Institution Certification System for Public Officials’ Labor-Management Culture was introduced by the Ministry of the Interior and Safety in 2010 with the aim of spreading a sound and rational labor-management culture in the public service.
