Seoul City Announces 3rd Quarter Call for Applications for 'Station Area Revitalization Project' Sites
Accepting Autonomous District Applications Until the 16th

However, New Consent Rate Requirement Added to Operating Standards
[Asia Economy Reporter Hwang Seoyul] The Seoul Metropolitan Government is promoting the third quarter public offering for the 2022 Transit Station Area Revitalization Project.
On the 13th, Seoul announced that it plans to receive applications from autonomous districts for the 'Transit Station Area Revitalization Project' until the 16th of this month and hold the 3rd selection committee meeting at the end of this month. The city operates the 'Transit Station Area Revitalization Project Selection Committee' quarterly, and the respective autonomous districts are conducting ongoing applications targeting residents and others.
The Transit Station Area Revitalization Project upgrades the land use zone of transit station areas (within 250m from the platform boundary) that meet location requirements (e.g., from residential to commercial zones), increases the floor area ratio, and expands 50% of the increased floor area ratio into public rental facilities and living service facilities.
To expand opportunities for project participation, the city revised the area requirements in the 'Seoul Metropolitan Transit Station Area Revitalization Project Operation Standards' in June, easing the conditions for project target sites. The requirement that only a single lot of 1,500㎡ was allowed if less than half of the street block within the transit station area was included was removed, resolving the difficulty of having to combine lots to meet the requirements.
However, to prevent indiscriminate project applications and ensure smooth selection of target sites, the city newly established consent rate requirements in the operation standards. In March, the city added a clause requiring at least two-thirds consent from landowners for project types that require establishing (or changing) district unit plans. Additionally, in June, for project types involving the establishment (or change) of maintenance plans, a clause requiring consent from more than 30% of landowners was added.
Transit Station Area Revitalization Project target sites are selected quarterly, and project applicants wishing to proceed can apply and submit applications at any time to the 25 autonomous districts. Applicants can search for ‘Transit Station Area Revitalization Project’ on the Seoul city website, download the operation standards and application forms, fill them out, and submit them to the respective district office.

Jo Namjun, Director of the Seoul Metropolitan Government Urban Planning Bureau, said, "By utilizing the potential of transit station areas to secure various infrastructure, we can achieve regional revitalization." He added, "Furthermore, it is expected to enhance residents' convenience by expanding necessary local facilities such as childcare, sports, and leisure facilities."
