Director Shin began his public service career in 1996 after passing the administrative examination. Since then, he has held major positions at the Correctional Headquarters and frontline correctional facilities, including director of Seoul Eastern Detention Center, director of Anyang Prison, director of Seoul Detention Center, and head of the Security Policy Division at the Correctional Headquarters.
