Thorough Preparation Through Establishing Regulations on Hometown Love Fund Management, Operation, and Return Gift Selection Procedures
[Gurye=Asia Economy Honam Reporting Headquarters Reporter Yuk Miseok] Gurye-gun, Jeollanam-do announced that it will actively prepare in advance for the Hometown Love Donation System, which will be implemented from January 1, 2023.
On the 29th, County Governor Kim Soon-ho held a policy discussion meeting with department heads and emphasized thorough preparation for the Hometown Love Donation System and meticulous handling of current tasks.
At the discussion, Governor Kim instructed to devise measures for the successful promotion of the Hometown Love Donation System, and subsequently ordered active county administration including preparation for the government joint evaluation, securing the 2023 subsidy project budget, and continuous maintenance of banners in the downtown area.
Gurye-gun will actively promote the Hometown Love Donation System to successfully establish it as a means to expand local finances through voluntary individual donations.
Although the Act on Hometown Love Donations was enacted in October 2021, the enforcement decree was not yet established, causing difficulties in project preparation. Once the enforcement decree is completed, the county plans to actively pursue the enactment of ordinances accordingly.
The donors are individuals who can donate to any local government nationwide except their residential area, with an annual donation limit of 5 million KRW per person.
Tax deductions provide a full deduction up to 100,000 KRW, and 16.5% deduction on the amount exceeding 100,000 KRW. Local governments can provide return gifts within 30% of the donation amount, and plan to offer local specialty products.
With the Hometown Love Donation System starting on January 1, 2023, it is expected to supplement weak local finances and revitalize the local economy by providing corresponding return gifts as local specialties, making it a customized policy contributing to balanced regional development.
Governor Kim Soon-ho instructed, "Since this is a policy that helps regional revitalization, ensure thorough preparation and promotion," and ordered, "Prepare return gifts carefully to help spread the donation culture."
