Basic Plan to Be Established in First Half of Next Year Following Research Service

The government plans to launch a task force for the construction of the President's Second Office early next month, aiming for completion in 2027, and intends to complete the basic plan by the first half of next year.
On the 28th, the Ministry of the Interior and Safety, the Ministry of Land, Infrastructure and Transport, and the Administrative City Construction Agency announced plans for the construction of the President's Second Office based on three principles: ▲ connectivity with the National Assembly Sejong Chamber and Government Sejong Complex ▲ practicality faithful to the functions of the President's Second Office ▲ security while maximizing openness for communication with the public.
These three agencies will launch a task force for the construction of the President's Second Office in September, led by the Deputy Administrator of the Administrative City Construction Agency, and will begin detailed research on construction plans. During the research process, consultations with the Presidential Office and related agencies, as well as gathering opinions from experts and the public, will be conducted to prepare specific construction plans regarding the functions, scale, and location of the President's Second Office.
The legal basis has already been established. The installation of the President's Second Office was proposed as a presidential election pledge, and at the end of May, the National Assembly amended the law to provide grounds for establishing the President's Second Office within the Administrative City. Once the basic plan is completed in the first half of next year, the design can commence immediately. The ruling party and government have also agreed to promptly determine the project scale and increase the design budget during this year's regular National Assembly budget review process.
Prior to this, the Ministry of the Interior and Safety plans to enhance the facilities of the temporary office space in Building 1 of the Government Sejong Complex and increase its usage frequency until the President's Second Office is constructed, aiming to establish Sejong as a practical administrative capital. Currently, Building 1 of the Government Sejong Complex houses the Cabinet meeting room, office spaces, and conference rooms, but since the construction of the Sejong Complex in 2012, the usage frequency of the office has been relatively low.
The Ministry of Land, Infrastructure and Transport will ensure the smooth progress of the construction of the President's Second Office and the National Assembly Sejong Chamber, while faithfully implementing the government's pledge for regional balanced development, including the relocation of public institutions. In particular, regarding the relocation of public institutions, the ministry plans to fully gather opinions from related ministries, public institutions, labor unions, and local governments to establish directions and strategies for additional relocations, maximizing the practical effects of the relocations.

The Administrative City Construction Agency will promote the construction of the President's Second Office with the goal of completion in 2027 and support related infrastructure. Additionally, it plans to prepare urban plans to harmoniously connect the President's Second Office with the existing government complex and the upcoming National Assembly Sejong Chamber, and actively support transportation plans and related infrastructure construction.
