Putin to Grant Permanent Residency to Ukrainian Migrants in Russia... Welfare Benefits to Be Provided
[Asia Economy Reporter Kim Bo-kyung] President Vladimir Putin has decided to grant permanent residency to Ukrainians who crossed into Russia after the outbreak of the war.
According to foreign media including AFP, on the 27th (local time), President Putin signed an administrative order that lifts the stay limit for Ukrainians in Russia and allows them to work in Russia.
The target group includes holders of Ukrainian passports who entered Russia after February 24, when Russia's invasion of Ukraine began, leaving Ukraine or the eastern Donbas (Donetsk and Luhansk) regions controlled by pro-Russian separatist forces.
Previously, they could only stay in Russia for up to 90 days within a 6-month period. Special permission was required to extend their stay or to work. This administrative order removes such restrictions.
However, to do so, they must register their fingerprints and photos with Russian authorities and undergo drug and infectious disease tests.
President Putin also decided, through another administrative order, to provide welfare benefits to vulnerable Ukrainians in Russia. Accordingly, Ukrainian pensioners will receive 10,000 rubles per month (approximately 220,000 KRW), and mothers who have given birth will receive a one-time payment of 20,000 rubles (approximately 450,000 KRW).
