Gwangyang City Promotes Activation of Regulatory Proof Responsibility System
When Citizens and Companies Request Regulatory Improvements, the Relevant Department Reviews and Deliberates on the Regulation
[Asia Economy Honam Reporting Headquarters, Reporter Heo Seon-sik] Gwangyang City, Jeonnam Province, announced that it will activate the ‘Regulation Proof of Responsibility System’ to eliminate unreasonable regulations that cause inconvenience to citizens' lives and business activities.
To activate the Regulation Proof of Responsibility System, the city recently established the legal basis for the system in the 「Ordinance on the Establishment and Operation of the Gwangyang City Regulatory Reform Committee」, allowing anyone to request a review and examination of the necessity of existing regulations (approved by the council on July 31, promulgated on August 18). The city is also operating a regulation proof request window on its website to make it easier for citizens and businesses to request regulatory improvements.
The Regulation Proof of Responsibility System shifts from the existing method where citizens or businesses requesting regulatory improvements must prove the necessity of eliminating the regulation, to a system where the responsible public officials must prove the necessity of maintaining the regulation. If they fail to do so, the regulation is improved.
When citizens or businesses who feel inconvenienced by Gwangyang City’s regulations request improvements, the relevant department reviews the regulation, and the Gwangyang City Regulatory Reform Committee deliberates on the necessity of regulatory improvements. Based on the committee’s decision, follow-up actions such as regulatory improvements are carried out.
Ryu Hyun-cheol, Director of the Planning and Budget Office, said, “To resolve inconveniences for citizens and businesses, we plan to actively improve unreasonable laws and systems by promoting various regulatory reform policies such as activating the Regulation Proof of Responsibility System and operating a visiting regulation reporting center.”
