"Reflecting Citizens' Voices in the 8th Elected Term Pledges" ... Ulsan City Forms and Operates 'Resident Jury'
Direct Citizen Participation in Establishing Pledge Implementation Plans, Evaluation, and Alternative Preparation
[Asia Economy Yeongnam Reporting Headquarters Reporter Dongguk Lee] Ulsan City will form and operate a ‘Resident Jury’ in which Ulsan citizens directly participate to evaluate and prepare alternatives during the process of establishing the pledge implementation plan that began with the launch of the 8th elected administration.
On August 25 at 2 p.m., the city will hold the ‘1st Resident Jury Meeting’ to evaluate the pledge implementation plan for the 8th elected administration in the large conference room on the 2nd floor of the main building, attended by about 60 people including Deputy Mayor for Economy Hyodae Ahn, resident jurors, and officials from the Korea Manifesto Practice Headquarters.
The meeting will proceed in the order of awarding appointment letters, education to understand the manifesto and the resident jury system, formation of subcommittees, and subcommittee discussions.
Through this meeting, the city plans to inform citizens of the implementation plan for the pledges to be pursued over the four years of the 8th elected administration and reflect their opinions to realistically revise and supplement the pledge implementation plan.
To ensure transparency and objectivity in the operation of the meeting, this meeting is hosted by the private organization ‘Korea Manifesto Practice Headquarters.’
The ‘Resident Jury’ consists of a final 50 members selected by random drawing based on population proportions by region, gender, and age among Ulsan citizens aged 18 and over.
They plan to present the final recommendations to the city by September 15 after preparing opinions and improvement plans on the implementation plan through discussions and field activities in five subcommittees.
An official from Ulsan City said, “We will do our best to establish feasible pledges by reflecting the valuable opinions of citizens derived from the resident jury meeting in the implementation plan and preparing for the evaluation of the 8th elected administration mayoral pledge implementation plan next year.”

The ‘Resident Jury Meeting’ is a policy introduced in 2015 to improve the quality of decision-making and ensure transparency in the pledge implementation process through direct citizen participation while promoting mayoral pledge projects, which are promises made to citizens.
