Seoul Metropolitan Council Approves Seoul City Supplementary Budget of 6.3799 Trillion Won
Seoul Metropolitan Council to Hold the 312th Extraordinary Session on the 5th at 2 PM for One Day; Revised Budget Approved at KRW 5.21931 Trillion, an Increase of KRW 8.9 Billion from Seoul City's Supplementary Budget... [Asia Economy Reporter Jong-il Park] The Seoul Metropolitan Council (Chairman Kim Hyun-ki) held the 312th extraordinary session on the 5th for one day, handling various current issues including the 2nd supplementary budget for Seoul Metropolitan City for 2022.
The supplementary budget proposal for Seoul Metropolitan City was increased by 9 billion KRW from the previously submitted 6.3709 trillion KRW by the city, totaling 6.3799 trillion KRW. The supplementary budget proposal processed on this day was the result of amendments approved after preliminary reviews by each standing committee and the main review by the Budget and Accounts Special Committee during the 311th extraordinary session.

The Seoul Metropolitan Council deferred the review of the supplementary budget proposal from the Seoul Metropolitan Office of Education. The reason was that the proposal included setting aside over 70% of the total supplementary budget resources as surplus funds such as the Education Facility Environment Improvement Fund, which was seen as excluding priority and rationality in budget allocation.
On the same day, the council formed the ‘Seoul Metropolitan Council Special Committee for Academic Improvement in Seoul Education’ and appointed its members. This was a follow-up measure based on a resolution proposed in the name of all 76 members belonging to the People Power Party.
Representative Choi Ho-jung (Seocho 4) explained the reason for the proposal, stating, “We decided to create the special committee for academic improvement in Seoul education to inspect, evaluate, and prepare improvement plans for policies of the Seoul Metropolitan Office of Education aimed at diagnosing and enhancing students’ academic performance.”
Additionally, the first petition of the 11th Seoul Metropolitan Council, ‘Petition Opposing the Designation of the Public Housing District in the Taereung Golf Course Area, Gongneung-dong, Nowon-gu (Assemblyman Park Hwan-hee, People Power Party·Nowon 2),’ was processed. This petition was unanimously approved by the Housing Balanced Development Committee, the relevant standing committee, on July 25 during the 311th extraordinary session.
The petition requests the withdrawal of the Ministry of Land, Infrastructure and Transport’s public land designation plan, which was unfairly made without proper investigation. Assemblyman Park Hwan-hee stated, “Building large-scale apartments at the cost of damaging the natural ecosystem and cultural heritage must be thoroughly reconsidered.”
In response, Kim Seong-bo, Director of Housing Policy at Seoul City, said, “We will consult with the Ministry of Land, Infrastructure and Transport to ensure that the natural environment and cultural heritage of the area are protected and that the opinions of local residents are properly reflected.”
If this petition is adopted at the plenary session, it will be forwarded to the Ministry of Land, Infrastructure and Transport via Seoul City.
The 11th Seoul Metropolitan Council aims to be a ‘working council’ and has held four extraordinary sessions over the past month since its launch in July.

Chairman Kim Hyun-ki stated, “Over the past month, we quickly organized the council and devoted efforts to urgently handle major tasks such as reorganizing the Seoul city organization and the budget. Through this, we have laid an institutional foundation to rapidly realize a ‘progressive Seoul’ that the 10 million citizens desire.”
