Resolving 10 National Projects and 10 Current Issues Through Collaboration
Following the Council, Ministry of Land and Ministry of Economy and Finance Rush to Request Cooperation

At the council, People Power Party Acting Party Leader and Floor Leader Kwon Seong-dong, Policy Committee Chairman Sung Il-jong, Floor Deputy Leader Song Eon-seok, Budget Committee Secretary Kim Seong-won, Floor Spokesperson Yang Geum-hee, and former Floor Leader Kim Ki-hyun attended on behalf of Kwon Myung-ho, Ulsan City Party Chairman.
From the city, Mayor Kim Du-gyeom, Deputy Mayor for Economy Ahn Hyo-dae, and Planning and Coordination Office Chief Ahn Seung-dae, among other key executives, participated.
This council was organized to establish strategies for the prompt execution of pending projects and to ensure the smooth reflection of Ulsan’s national budget projects for the next year at a time when the Ministry of Economy and Finance’s budget review for the 2023 government budget proposal is in full swing.
Ulsan City actively proposed 10 major policy issues including ▲full lifting of the development restriction zone in the Ulsan area ▲conversion of the Ulsan-Eonyang expressway to a general road ▲construction of the National Industrial Technology Museum ▲building a world-class performance hall (Opera House) embracing the Taehwa River ▲increasing the national subsidy rate for the Ulsan Outer Ring Road (congested road section) ▲development of export-oriented shipbuilding and marine small modular reactor (SMR) technology ▲attracting the relocation of the national comprehensive university to Ulsan ▲prompt promotion of a safe water supply project in the Ulsan area ▲construction of Ulsan Medical Center ▲creation of the Ulsan Campus Innovation Park.
Regarding major national budget projects, they emphasized the necessity of securing budgets for 10 projects including ▲establishment of the UNIST Medical Science Institute and construction of a medical complex town ▲building a hydrogen mobility cluster ▲digital transformation (IDX) project for shipbuilding and marine steel manufacturing industry ▲support project for securing core parts and vehicle safety of electric and hydrogen vehicles ▲development and demonstration project of AI-based simulation autonomous welding solutions ▲creation of the Ulsan Disaster Safety Industry Promotion Center ▲construction of arterial roads in the R&D district ▲establishment of a 3D printing convergence technology center ▲construction of the Gyeongso-Waedong national road ▲establishment of a maritime logistics communication technology verification testbed.
After the morning budget policy council at the National Assembly, Mayor Kim Du-gyeom immediately moved to the Government Sejong Complex to meet sequentially with Kim Wan-seop, Budget Director of the Ministry of Economy and Finance, Lim Ki-geun, General Budget Review Officer, and Kim Dong-il, Economic Budget Review Officer, requesting cooperation to ensure that local pending projects that were not reflected or were reduced during the budget review process can be additionally included.
After the meeting with the Ministry of Economy and Finance, he proceeded to the Ministry of Land, Infrastructure and Transport to meet with First Vice Minister Lee Won-jae, requesting active support for urgent local issues including ▲full lifting of the development restriction zone in the Ulsan area ▲lifting of real estate adjustment target areas ▲conversion of the Ulsan-Eonyang expressway to a general road ▲increase in the national subsidy rate for the Ulsan Outer Ring Road (congested road section), which are major local pending projects for regional balanced development.
Following the recent presidential meeting, meeting with the Deputy Prime Minister for Economy, and budget policy councils with local lawmakers, Mayor Kim is responding comprehensively to solve pending projects for regional development and secure national budgets, including the budget policy council with the ruling party held that day.
