Mass Promotions Including the 'Yoon Squad'... Special Investigator Im Gwan-hyuk Leading the Ministry of Industry's Blacklist
[Asia Economy Reporter Heo Kyung-jun] In the first regular personnel reshuffle of the prosecution since the launch of the Yoon Suk-yeol administration, Shin Bong-su, a prosecutor in the Seoul High Prosecutors' Office trial department (29th Judicial Research and Training Institute class), was promoted and appointed as the head of the Anti-Corruption and Violent Crimes Division at the Supreme Prosecutors' Office, which oversees special investigations nationwide.
On the afternoon of the 22nd, the Ministry of Justice carried out promotions and transfers for 33 prosecutors at the Supreme Prosecutors' Office level (High Prosecutors General and Chief Prosecutors). Those promoted and transferred on this day will assume their posts on the 27th.
Lim Gwan-hyeok, a prosecutor at the Gwangju High Prosecutors' Office (26th class), was appointed as the chief prosecutor of the Seoul Eastern District Prosecutors' Office, which is leading the investigation into the Moon Jae-in administration's 'Ministry of Industry blacklist.' The new chief prosecutor Lim is regarded as a special prosecutor within the prosecution, having investigated the Busan 'LCT corruption' case. During the Moon Jae-in administration, he served as the head of the Sewol Ferry Special Investigation Unit, leading the investigation for about one year and two months. Shin Eung-seok, a prosecutor at the Seoul High Prosecutors' Office (28th class), known as a representative member of the Yoon Suk-yeol faction, was also promoted to chief prosecutor and appointed as the chief prosecutor of the Uijeongbu District Prosecutors' Office.
All heads of divisions at the Supreme Prosecutors' Office, who serve as aides to the Prosecutor General, were replaced. Song Kang, deputy chief prosecutor of the Cheongju District Prosecutors' Office (29th class) and a leading public security prosecutor, was promoted to head of the Planning and Coordination Division; Hwang Byung-joo, head of the Joint Investigation Team for Overseas Illegal Assets Recovery, was promoted to head of the Criminal Division; Kim Sun-hwa, deputy chief prosecutor of the Jeju District Prosecutors' Office, was promoted to head of the Trial and Litigation Division; and Jung Jin-woo, first deputy chief prosecutor of the Seoul Central District Prosecutors' Office, was promoted to head of the Scientific Investigation Division.
No Jeong-yeon, chief prosecutor of the Changwon District Prosecutors' Office, was promoted to become the first female High Prosecutors General in the history of the prosecution and was appointed as the chief prosecutor of the Busan High Prosecutors' Office. Lee Doo-bong, chief prosecutor of the Incheon District Prosecutors' Office and a member of the Yoon Suk-yeol faction, was promoted to chief prosecutor of the Daejeon High Prosecutors' Office.
The Ministry of Justice evaluated this personnel reshuffle as "aimed at resolving the leadership vacuum caused by multiple vacancies in Supreme Prosecutors' Office-level prosecutor positions such as High Prosecutors General, properly carrying out the prosecution's fundamental duties to protect the public from crime by handling pressing major cases such as election and livelihood infringement cases."
