The Gyeongsangbuk-do Office of Education Basic Academic Skills Support Center (hereinafter referred to as the ‘Gyeongbuk Basic Academic Skills Support Center’) operates with the purpose of systematic support and qualitative management of a three-stage learning safety net (in-class, in-school, and out-of-school support) to guarantee basic academic skills.
The provincial office of education has operated four comprehensive learning clinic centers within the province to ensure students’ basic academic skills, but this time, it will establish Basic Academic Skills Support Centers in all 23 education support offices and expand eight of these to serve as hub support centers.
For in-class support, ‘itinerant basic academic skills dedicated teachers’ are assigned to 13 education support offices to guide students eligible for learning support in small schools.
For in-school support, the office shares best practices from Hope Ladder classrooms and multi-support school operations, organizes various instructional materials, and supports their use in school settings.
For out-of-school support, 213 learning coaches are appointed at eight hub support centers to expand customized visiting learning service support.
Additionally, the Gyeongbuk Basic Academic Skills Support Center strengthens teacher instructional capacity by offering various training programs and operates visiting training sessions to enhance parents’ understanding of basic academic skills policies and students, thereby focusing on education for both teachers and parents.
To foster self-esteem and social skills among students receiving learning support, a ‘Happy Camp’ is operated. It is conducted by accepting applications of approximately 30 to 50 elementary students per session, aiming to help them understand themselves and promote psychological and emotional stability.
External agency-linked activities are also being strengthened to seek more efficient support methods. In collaboration with the Gyeongbuk Office of Education Research Institute, instructional materials such as literacy guidance and emotional-behavioral development support programs are developed. Educational hope camps and mentoring programs utilizing education and teacher training students are operated, and MOUs with related organizations are signed to improve the quality of treatment and counseling.

Lee Yang-gyun, head of the Elementary Education Division and director of the center, said, “Since COVID-19, the learning gap has widened and basic academic skills have declined due to various causes, which has become a burden and concern in the field. Through the Gyeongbuk Basic Academic Skills Support Center, we will build a stronger three-stage learning safety net and guarantee basic academic skills for all students through customized support.”
