Ministry of the Interior and Safety Autonomous Human Resources Institute, Human Resource Development Training for Cambodian Local Government Officials
Transfer of Operational Experience in Public Sector Education and Training Institutions
[Asia Economy Reporter Lim Cheol-young] The Local Autonomy Human Resources Development Institute under the Ministry of the Interior and Safety announced on the 19th that it will jointly operate a five-day non-face-to-face human resource development course for Cambodian local government officials with the Korea International Cooperation Agency (KOICA) starting from the 20th.
The Ministry of Interior of Cambodia requested training from the Local Autonomy Human Resources Development Institute and KOICA in 2019 for officials belonging to the National Institute of Local Administration, a public official training institution. In response, the Local Autonomy Human Resources Development Institute and KOICA have been supporting human resource development through a three-year long-term program as part of an international training project since 2021.
Following last year, this year marks the second year of the program, targeting professors, staff of the National Institute of Local Administration, and those responsible for local government official training, aiming to transfer experience in operating training institutions.
Meanwhile, the Cambodian government has selected human resource development as one of the four major strategies in its National Strategic Development Plan. In particular, as Cambodia pursues decentralization and regional devolution reforms, a gradual transfer of authority from the central government to local governments is underway, necessitating capacity building for local government officials. The National Institute of Local Administration of Cambodia has been contributing to local government official capacity building education by implementing a five-year plan for capacity enhancement of the Ministry of Interior and local officials since 2019.
To support this, the Local Autonomy Human Resources Development Institute has planned a customized training course sharing Korea’s experiences and cases on ▲strengthening policy implementation capabilities through public official training ▲successful change management of government organizations and the role of training institutions. This training course is characterized by organizing education that can be applied in practice, where trainees analyze the current status of local government official training in Cambodia together with Korean experts and establish action plans for improvement and development.
Since its establishment in 1965, the Local Autonomy Human Resources Development Institute has conducted training for central and local government officials for over half a century, supporting government innovation and the development of local autonomy. Since 2000, it has operated 202 capacity-building training courses for public officials from developing countries over 22 years, with Cambodia participating in a total of 18 courses and 130 people having completed them to date.
