Kang Jin-won Elected, Will Receive Briefings Directly Instead of Transition Committee
"Instead of Sharp Verification in the 7th Elected Term, Respect and Consideration... Military-Civilian Harmony is the Top Priority"
[Gangjin=Asia Economy Honam Reporting Headquarters Reporter Kim Yong-su] Gangjinwon, the elected governor of Gangjin-gun, Jeollanam-do, will receive reports directly for three days starting from the 14th without forming a separate transition committee.
Governor-elect Kang decided not to form a transition committee to promote harmony among residents and reduce the workload of public officials.
Kang said, “If a transition committee is operated, there is a high possibility of criticizing or exposing mistakes in the projects of the previous administration,” adding, “Instead of a sharp review of the projects from the 7th local government term, we replaced the transition committee with work reports from the perspective of respect and harmony.”
It is interpreted that the transition committee is usually composed of personnel from the elected official’s campaign or supporters, and this decision aims to preemptively block the committee from taking an aggressive stance toward the previous administration’s projects.
Kang also stated, “If transition committee members request too many materials, public officials might suffer from unnecessary burdens, and there could be confusion regarding the core direction and strategy of the incoming administration.”
He added, “Having experience in office for the past six years, I am well aware of the county administration, and above all, I chose the method of departmental work reports and discussions as a means to clearly convey the core pledges and vision to the residents,” further stating, “Currently, this is a period to prepare the future direction of the county administration, so harmony among residents and regional integration are priorities, and from July 1, I will diligently and meticulously lead the county administration as governor.”
On the first day of work reports, discussions were held regarding the county administration direction by sector, including plans to expand the primary industry budget by more than 30%.
In particular, before the work reports, on the 13th, Kang met with executives of the public officials’ labor union to discuss Gangjin’s future strategy and improvements in working conditions.
Since meetings with the public officials’ labor union are often postponed or reluctantly held, this is seen as a symbolic scene heralding new harmony and change in the region.
During the meeting, there was a strong consensus that there should be no personnel disadvantages for those taking parental leave, and they agreed on creating a work-life balance (WLB) organizational culture that respects the lives, philosophies, and diversity of MZ generation public officials. They also discussed establishing a civil complaint communication committee to alleviate the difficulties public officials face with civil complaint duties.
Kang also said, “Public officials are the driving force behind regional development,” and expressed hope that “public officials and the governor will create a wonderful harmony to jointly develop the future development vision desired by the residents.”
Meanwhile, due to the non-operation of the transition committee for the 8th local government term of Gangjin-gun, residents’ tax expenses are also expected to be saved.
According to Article 150 of the Local Autonomy Act (Transition Committee for Heads of Local Governments) and county ordinances, the elected official may form and operate a separate transition committee. Accordingly, Gangjin-gun had budgeted approximately 53 million KRW.
