Democratic Party Mokpo Basic Council Candidate Proposes 'City Council Reform Plan'
Public Disclosure of City Councilor Evaluations and Live Broadcast of Standing and Special Committee Activities Pledge
[Asia Economy Honam Reporting Headquarters Reporter Seung-hyun Jeong] Candidates for basic council members from the Democratic Party of Korea's Mokpo City Regional Committee in Jeonnam announced a “City Council Reform Plan” as an election pledge to create a working city council and establish minimum institutional measures.
On the 25th, according to the Democratic Party Mokpo Regional Committee, the Democratic Party candidates for Mokpo City Council announced through a “public promise” in the front yard of the Kim Dae-jung Nobel Peace Prize Memorial Hall that they would “promote the establishment of a ‘Citizen Ethics Investigation Committee’ composed of citizens from various sectors, such as a citizen jury system, separate from the Mokpo City Council Ethics Special Committee, to work more transparently under the management and supervision of citizens.”
Additionally, they promised, “We will create a working city council by introducing a ‘Comprehensive Evaluation System for Council Members’ Legislative Activities,’ which publicly discloses the number of ordinance proposals, passage rates, attendance rates, etc., to citizens for evaluation, and mandates opinion hearings such as meetings with related organizations when enacting ordinances.”
Regarding the “live broadcast of legislative activities,” which has been continuously demanded by civic groups, they declared, “Respecting citizens’ right to know, we will promote live broadcasts not only of plenary sessions but also of meetings of each standing committee and special committees, covering all council activities.”
On this day, the Democratic Party city council candidates formed the “Mokpo City Council Special Committee for Supporting the Attraction of the National Mokpo University College of Medicine and Medical Hospital” and pledged, “The only way to improve the poor medical environment in the southwestern region of Jeonnam is the establishment of the Mokpo University College of Medicine and Medical Hospital, a long-standing wish of local residents. We will do our best to ensure that discussions between the government and the medical community on expanding medical hospitals and establishing new medical schools proceed promptly.”
A representative of the Mokpo Democratic Party Youth Committee, who led the public promise for the city council reform pledge, stated, “Democracy is ideally based on information disclosure, with policy decisions and execution processes transparently revealed. To prevent the past practice where a few decided important matters behind closed doors, we will expand and carry out a city council reform movement that discloses legislative activities such as live broadcasts of city council sessions.”
