The Metropolitan Investigation Unit of the Incheon Police Agency announced on the 3rd that former Police Officer A and former Sergeant B were booked without detention on charges of dereliction of duty and sent to the prosecution.
The police also decided not to prosecute the then Incheon Nonhyeon Police Station Chief and a certain district unit chief, who were reported together with them, as it was deemed difficult to apply charges of dereliction of duty.
On the 25th of last month, the police held an investigative review committee meeting with the participation of lawyers and decided accordingly by referring to the opinions of the committee members.
The police confirmed through evidence such as CCTV that former Police Officer A and others left the crime scene without protecting the victim or subduing the suspect.
They had responded to the scene during a weapon rampage incident that occurred on November 15 last year at a villa in Namdong-gu, Incheon.
However, when Mr. C (49), who lived on the 4th floor of the villa, wielded a weapon against a family of three including a woman in her 40s living on the 3rd floor, they neither restrained the crime nor protected the victims and left the scene, causing controversy over their inadequate response.
As a result of this incident, the woman in her 40s was stabbed in the neck by the weapon wielded by Mr. C, lost consciousness, and underwent brain surgery. Her husband and daughter also sustained injuries to their faces and hands.
Former Police Officer A and others were dismissed for violating their duty of sincerity after the incident, and the Committee for the Protection of the Common People reported them to the police on charges of dereliction of duty, stating that they caused harm to the safety and lives of the public.
