According to CNN and others, President Biden said in a White House speech that "Russian President Vladimir Putin is responsible for a brutal and blood-soaked war." He emphasized, "Putin expects us to lose interest," and "Once again, we will prove him wrong."
President Biden noted that Russian forces are attempting to seize territory in eastern Ukraine, stating, "This war is entering a critical phase as it moves into another chapter." He also announced an additional $800 million (approximately 990 billion KRW) in military aid to enhance Ukraine's combat capabilities in Donbas and the eastern region.
This package includes 72 units of 155mm howitzers, 144,000 rounds of ammunition, and 121 'Phoenix Ghost' tactical drones.
Additionally, the U.S. plans to provide a separate $500 million (620 billion KRW) in direct economic support to Ukraine. He stressed, "Any vessel sailing under the Russian flag or owned or operated by Russia will not be allowed to access U.S. ports."
