View original image[Asia Economy Reporter Heo Midam] A video showing a dog being dragged on the road while hanging from the back of a vehicle in Yeonggwang-gun, Jeollanam-do, has been released. The owner reportedly explained that "the dog was bleeding, so it could not be put in the car."
Animal rights organization CARE shared the video on Instagram on the 8th, stating it was an "urgent report received around 11:30 p.m. last night."
The video shows a small dog tied to the rear of a vehicle being dragged along. Bloodstains from the dog were left on the road where the car passed. The video was reportedly filmed and provided by a witness who was driving in the area around 3:30 p.m. the previous day (the 7th).
CARE said, "Bloodstains are clearly visible in one area where the car passed. We do not know the identity of the abuser or the dog's condition," adding, "Until around 1 a.m., we communicated and persuaded the relevant police station and county office, focusing on finding the abuser."
They continued, "After many difficulties, with the help of the police and the county office's civil affairs office, we were able to locate the abuser's home and confirmed that the dog is still alive," adding, "The dog’s face and one side of its legs were severely scraped, and it was reportedly unable to stand up well."

View original imageMeanwhile, when the witness blocked the car and confronted the owner, the owner reportedly told them to "mind their own business." CARE estimated the dog to be a 1-2 year old Jindo mix or Jindo dog.
According to YTN plus, the owner claimed, "The dog was bleeding heavily after being bitten by another dog, so it could not be put in the car," and "I tied the leash and came slowly."
Netizens who learned of the incident reacted with comments such as "The owner should be severely punished," "Please strengthen penalties related to animal laws," "Animals feel pain too, what were they thinking to do such a thing?
