Yuseongyeop Jeonbuk Governor Preliminary Candidate "I Will Create a Working Administrative System"
Proposals Include Transfer of Skilled Personnel to Si/Gun and Maximum Guarantee of Personnel Autonomy
[Jeonju=Asia Economy Honam Reporting Headquarters Reporter Kim Han-ho] Yu Seong-yeop, a preliminary candidate for governor of Jeonbuk Province, promised to "completely reorganize the provincial administration system into a working system."
Candidate Yu stated on the 7th, "Due to the inefficient and ineffective administrative system so far, not only have the residents experienced inconvenience, but the development strategies have failed to create synergy effects," adding, "We will completely reorganize the provincial administrative system to establish a framework for efficient and effective work promotion."
As specific implementation plans, he proposed △ significantly transferring the functions and personnel of the province to cities and counties and greatly easing regulations △ maximizing the guarantee of personnel autonomy for cities and counties.
In particular, Candidate Yu emphasized that even for the appointment of deputy mayors and deputy county heads, the principle will be self-promotion and appointment according to the will of the cities and counties.
Through this administrative system reorganization, the province will focus on the metropolitan coordination function for two or more city and county issues, and concentrate on leading and supporting functions so that projects discovered by cities and counties can be selected by the central government. Candidate Yu explained that the goal is to completely reorganize into a working administrative system where "the province acts like a province, and cities and counties act like cities and counties."
Additionally, Candidate Yu added that he will strengthen the governance system linking and cooperating between the governor, mayors and county heads, and superintendents of education to connect "general autonomy" and "educational autonomy."
