[Seoul District News] Design Progress Following Government Central Investment Review Approval ▲ Establishment of Urban Industry Hub 'Seoul Makers Park' in Euljiro Area (Current Jung-gu Office Site) ▲ Construction of Complex Public Convenience Facility 'Administrative Complex' in Sindang-dong Area (Current Chungmu Art Center Site)
[Asia Economy Reporter Jongil Park] Jung-gu District Office (Mayor Seoyangho) announced that the 'Seoul Makers Park and Administrative Complex Construction Project' is expected to gain momentum following its approval on the 4th in the Ministry of the Interior and Safety’s Central Review of Local Finance Investment Projects (hereinafter Central Investment Review).
As a result of the Central Investment Review conducted since January, the project was approved on the condition of revising the mid-term local finance plan, separating the ownership registration of Happy Housing (LH·SH) and buildings owned by Seoul Jung-gu Office, and disclosing the construction costs of the new office building.
The Ministry of the Interior and Safety’s Central Investment Review is a system that reviews the necessity and validity of projects based on the Local Finance Act to promote planned and efficient operation of local finances and to prevent indiscriminate overlapping and excessive investment in various investment projects.
The district stated that through the 'Seoul Makers Park and Administrative Complex Construction Project,' public facilities will be rearranged to optimize resident demand and the urban industrial landscape, and by integrating various living SOC (Social Overhead Capital), resident convenience will be enhanced and new growth engines will be provided to the declining urban industry.
The aging Jung-gu Office building will be relocated to the Sindang area, where 70% of residents live (currently the site of Chungmu Art Center), and will be developed into an administrative complex combining the district office, district council, library, sports center, daycare center, and other resident convenience facilities. On the current site of Jung-gu Office, located in the heart of Chungmuro and Euljiro, a hub of urban industry, the Seoul Makers Park (SMP) will be constructed as an urban industry hub and cultural arts base space equipped with a printing support center and a large-scale performance hall.
In particular, more than 600 units of small-scale public housing will be built within the administrative complex and Seoul Makers Park (SMP), which is expected to significantly contribute to resolving housing instability for urban industry workers and young people.
Following the preliminary feasibility study approval last September and the recent Central Investment Review approval, the district plans to accelerate subsequent procedures. A district official stated, "We will implement the conditions set by the Ministry of the Interior and Safety, such as revising the mid-term local finance plan, separating ownership registration of Happy Housing (LH·SH) and Seoul Jung-gu Office buildings, and disclosing construction costs. Afterward, through design competitions and detailed design processes, we aim to start construction in the second half of next year with a goal of completion as early as 2025."

Seoyangho, Mayor of Jung-gu, said, "With the approval of the Central Investment Review, the Seoul Makers Park (SMP) and Administrative Complex Construction Project has been validated by the government. Through this project, we will provide residents with administrative services within a 10-minute walk and support and foster the urban manufacturing industry to adapt to the evolving industrial structure with enhanced competitiveness."
