Sejong City "Analyzing CCTV with Artificial Intelligence... Rapid Response to Crime and Disasters"
[Asia Economy (Sejong) Reporter Jeong Il-woong] Sejong City is establishing and operating an ‘Intelligent (AI) Video Analysis System.’ This system analyzes footage captured by CCTV using artificial intelligence to identify people and vehicles, and compares and analyzes multiple CCTV videos to provide information on the movement paths and locations of subjects.
On the 11th, the city held a technical demonstration of this system’s functions at the Urban Integrated Information Center. The demonstration was organized to verify the maturity of citizen safety services that integrate technologies such as CCTV, big data, and artificial intelligence, and to explore cooperation methods among related organizations.
At the demonstration, the city showcased technologies currently under development, including ▲person and vehicle object identification and movement tracking ▲vehicle license plate search system (tracking wanted vehicles) ▲AI-based selective monitoring (detecting fainting, fights, etc.) ▲illegal parking notification service in child protection zones.
The object (person) identification and tracking technology allows AI to analyze the similarity of images of a person captured by multiple CCTVs, recognize the same individual, and determine their movement path and location.
Additionally, the vehicle license plate search system extracts license plates from security CCTVs to identify vehicles. Unlike license plate recognition CCTVs installed on major roads, this system enables license plate recognition even on general security CCTVs, allowing the tracking of wanted vehicles’ routes in urban areas and alleyways.
The AI selective monitoring system automatically detects emergencies such as fainting or assault using AI and notifies monitoring personnel. The illegal parking notification service in child protection zones identifies license plates of vehicles illegally parked in school zones using AI and alerts monitoring personnel; this service is currently undergoing research and development (R&D) validation.
The city expects that the introduction of the intelligent video analysis system will contribute to crime prevention and citizen safety protection through CCTV.
In particular, the city anticipates that monitoring personnel will be able to oversee all CCTVs in real time without having to check each recorded screen individually during incidents, overcoming existing physical limitations and difficulties.

Lee Chun-hee, Mayor of Sejong City, stated, “With the establishment of the intelligent monitoring system, we expect to secure the golden time for citizen safety in emergencies such as incidents, crimes, and disasters,” and added, “The city will continue to enhance technological maturity and create a smart safety-leading city that protects citizens through close cooperation with related agencies such as the police and fire departments.”
