Hwasun-gun Promotes 'Disaster Basic Income Payment'... 200,000 Won Per Resident

On the 7th, Hwasun-gun announced that it decided to provide the 2nd disaster basic income to stabilize the lives of residents who are increasingly struggling due to the prolonged COVID-19 pandemic and to recover the local economy.

On this day, Hwasun-gun submitted the first supplementary budget bill of this year, which includes 12.7 billion KRW for disaster basic income, to the Hwasun-gun Council.

If the budget bill passes in the council, it is expected to be paid to about 63,000 people, including marriage immigrants, starting in early April. The specific payment schedule, recipients, and application methods will be finalized after the supplementary budget bill is approved.

This will be the second time Hwasun-gun provides disaster basic income, and the third disaster relief fund paid from the county’s own budget.

In 2020, Hwasun-gun enacted and promulgated the ‘Hwasun-gun Disaster Basic Income Payment Ordinance’ and paid 20 million KRW per person to 61,735 people, totaling 12.347 billion KRW as disaster basic income.

In the same year, it supported 12,053 vulnerable households with the ‘Hwasun-type Disaster Livelihood Support Fund’ worth 7.9 billion KRW (linked to the provincial emergency living expenses).

So far, Hwasun-gun has been praised for responding to the crisis by implementing various direct and universal support measures targeting not only all residents but also vulnerable groups, farmers and fishermen, and small business owners.

In addition to the disaster relief fund for all residents, Hwasun-gun supported with its own budget ▲Hwasun-gun Small Business Emergency Management Stabilization Fund (3.367 billion KRW) ▲Hwasun-gun Farmers and Fishermen Disaster Relief Fund (862.7 million KRW) ▲Government’s COVID-19 Coexistence National Support Fund expanded to all residents (977.25 million KRW).

Through the small business emergency management stabilization fund, farmers and fishermen disaster relief fund, and the expanded national coexistence support fund for all residents, it promoted support without blind spots.

Various disaster relief funds were paid using the local currency Hwasun Love Gift Certificates, which also helped revitalize local small businesses and the regional economy.

An official from the county said, “We decided to provide disaster basic income to support residents facing income cliffs and livelihood insecurity due to the prolonged COVID-19 pandemic and to revitalize the stagnant local economy,” adding, “We will continue to utilize available resources to the fullest to implement measures necessary for stabilizing people’s lives and recovering the local economy.”

He continued, “We thank the residents and the county council for their active cooperation in overcoming the COVID-19 crisis so far,” and added, “We ask for the cooperation of the Hwasun-gun Council to ensure the disaster basic income is paid.”
